Job summary

Qualifications

Responsibilities

  • Manage day-to-day operations of CDC data management systems and platforms.

  • Coordinate automated reporting workflows using Python, SQL, 1CDP, and other tools.

Work Location
  • The work under this position will be performed primarily in a telework environment, and/or with onsite support provided at CDC facilities as required and directed by the Contracting Officer's Representative (COR).
  • Personnel must be available during standard business hours and accessible via telephone, email, and virtual collaboration platforms.
  • Occasional travel may be required to support meetings, conferences, training events, or other project-related activities, as authorized by the COR.
Responsibilities
  • Manage and oversee day-to-day operations of CDC data management systems and platforms, including the CDC One Data Platform (1CDP), to support reporting, data collection, program monitoring, and evaluation activities for the National HIV Prevention Monitoring and Evaluation (NHM&E) System.
  • Monitor data pipelines, system performance, data flows, platform functionality, and reporting processes to ensure operational efficiency, system reliability, and continuity of services.
  • Lead the identification, troubleshooting, and resolution of system issues, user access concerns, data anomalies, and operational challenges impacting reporting and data management activities.
  • Coordinate and support system enhancements, maintenance activities, testing efforts, upgrades, and issue-tracking processes to ensure optimal system performance and business continuity.
  • Oversee backend system administration activities and ensure compliance with established business rules, system requirements, security standards, and operational procedures.
  • Ensure system uptime, reliability, performance, data security, and privacy requirements are maintained in accordance with CDC policies and program requirements.
  • Lead data quality management activities, including data validation, data cleaning, quality assurance reviews, and resolution of data quality issues to ensure data accuracy, completeness, consistency, and timeliness.
  • Manage data integration activities involving multiple data sources and systems to support reporting, analysis, and program operations.
  • Support implementation and compliance with approved NHM&E and 1CDP data governance procedures, including metadata management, business rules, risk mitigation activities, data definitions, and governance standards.
  • Provide technical assistance and customer support to CDC staff, funding recipients, and external stakeholders, including onboarding support, resolution of technical issues, and assistance with reporting and data management requirements.
  • Serve as a liaison between program staff, information technology teams, enterprise platform teams, and external partners to support effective communication and coordination of system operations.
  • Develop, maintain, and oversee user guides, training materials, standard operating procedures (SOPs), and technical documentation that support system users and operational consistency.
  • Coordinate internal and external reporting activities and maintain automated reporting workflows utilizing technologies such as Python, R, SQL, 1CDP, and other approved tools.
  • Evaluate opportunities for process improvements, system enhancements, operational efficiencies, and data modernization initiatives that strengthen reporting capabilities and system performance.
  • Manage ad hoc requests related to system operations, platform sustainment, reporting, data management, and program support activities.
  • Perform other duties as assigned.
Qualifications

Minimum Qualifications:

  • Master's degree in Public Health, Health Informatics, Data Management, Data Science, Statistics, Computer Science, Information Systems, or a closely related field.
  • Minimum of three (3) years of experience supporting data management, reporting, data governance, program evaluation, health informatics, or related activities.
  • Demonstrated experience managing large datasets, databases, reporting systems, and data management processes.
  • Experience developing data management plans, data governance procedures, metadata standards, and quality assurance processes.
  • Experience using SQL and data management platforms to support data integration, validation, and reporting activities.
  • Experience utilizing reporting and visualization tools such as Power BI, 1CDP, Tableau, or similar systems.
  • Strong understanding of data lifecycle management, information governance, and data quality principles.

Preferred Qualifications:

  • Experience supporting CDC, HHS, or other federal public health agencies.
  • Experience working with public health surveillance systems, including infectious disease and chronic disease surveillance programs.
  • Experience evaluating and utilizing healthcare data sources, including electronic health records, healthcare claims, commercial or federal healthcare datasets (e.g., HealthVerity, Premier, Truveta, IQVIA, PCORnet, MarketScan, CMS, HRSA, and VA).
  • Knowledge of healthcare interoperability standards and common data models, including HL7, FHIR, and OMOP.
  • Experience leading data management teams or large-scale data initiatives.
  • Experience developing enterprise reporting frameworks and data governance programs.
  • Experience managing CDC One Data Platform (1CDP) reporting and data management activities.
  • Experience supporting program monitoring and evaluation initiatives.
  • Experience implementing metadata standards and data stewardship frameworks.
  • Project management experience supporting complex, multi-stakeholder environments.
