Job description

The College’s Data Management Officer (DMO) drives the governance, strategies, ethics, standards, and regulatory controls that ensure the integrity of the College’s knowledge and data assets. The DMO ensures that the College performs its duties as assigned by Texas State’s Chief Data Officer and as described in

• 2054.0286 of the Texas State Government Code. The DMO accomplishes results by establishing a governance program, aligned with
• 2054.137; detailed knowledge of the College’s data assets; implementing policies and controls for managing and securing data; reviewing and approval of computer applications and services; performing audit activities, risk identification and mitigation; and educating College stakeholders and consumers about data management controls and their individual responsibilities.
• Establishes and maintains the College’s data governance program to identify the College’s data assets, exercise authority and management over the College's data assets, and establish related processes and procedures to oversee the College's data assets.
• Coordinates with the Texas State Chief Data Officer, the College's Chief Information Security Officer, the College's Records Management Officer, College stakeholders, and the Texas State Library and Archives Commission to perform the following duties:
• Develops and enforces policies for data quality, security, and lifecycle management. This includes implementing monitoring systems, audit controls, and standards for data protection to safeguard enterprise information assets and maintain data integrity across defined stages of the data lifecycle. Identifies and applies emerging data management methods and technologies to enhance data governance.
• Increases awareness within the College through education and outreach of the College's data governance program. This includes educating Information Resource Owners, Information Custodians, and Users on new data management controls and processes across the data lifecycle.
• Conducts audits and data maturity assessments of the College's data governance program in accordance with the requirements established by College policies and procedures; and
• Posts on the Texas Open Data Portal established under Section 2054.070 requirements as defined by Section 2054.137(c) or any other relevant section.
• Participates in the Texas Data Management Advisory Committee established under Section 2054.0332 that advises on establishing statewide data ethics, principles, goals, strategies, standards and architecture, and performance objectives. Collaborate with other institutions to establish and advise membership.
• Organize Data Governance Committees and facilitate activities for those groups.
• Drives alignment with Data Governance and College stakeholders on enterprise data models and definitions.
• Oversee the development and maintenance of detailed knowledgebase of the College’s data assets, data flows, and processes to ensure data system and integration integrity.
• Ensures that appropriate audit controls exist for data that serves as the source material for regulatory reports.
• Recommends and ensures practical strategies, plans, and solutions to identified issues and problems.
• Reviews and communicates to the College and State KPIs that monitor adoption of and adherence to data management standards.
• Ensures that the College has the technology needed to sustainably implement data management standards and controls.
• Collaborates with the College CISO on the approval and procurement of new or changes to existing computer applications or services. Reviews data security requirements, specifications, and, if applicable, third-party risk assessment of any new computer applications, custom developed solutions or services or changes to the College’s existing production enterprise systems and data architecture, integration platforms, data warehousing, data lakes, analytics and reporting tools, and APIs or portals, or any other applications and services that receive, maintain, and/or share data or provide third-party access to the College’s data assets.
• Serve as the privacy officer for the college.

COMPETENCIES

Knowledge, Skills, And Abilities

• Knowledge of cybersecurity standards (NIST CSF, COBIT) and compliance requirements, including but not limited to FERPA, GLBA, GDPR, and PCI DSS
• Experience with data management, data warehousing, and/or data literacy training.
• Understanding of relational databases (e.g., Oracle, MS SQL Server).
• Ability to interpret policies and procedures
• Demonstrable skills in interacting with auditors
• Knowledge of data management practices
• Ability to adapt to a fast-moving IT landscape
• Effective collaboration skills and experience building partnerships at the local, state, and federal level.

Required Education

Bachelor’s degree or equivalent, commensurate experience

Required Experience

• Five years of experience in a relevant role
• Experience in establishing cybersecurity governance, risk, and compliance controls

Preferred Education/Certificates

• Master’s degree in business administration or related field, commensurate experience
• Certifications related to Information Security Management, Data Management, or Privacy Management.

Preferred Experience

• Experience in risk management, regulatory compliance in technology risk, and audit and controls.
• Experience with educational data and reporting at the state, regional, or federal level.
• Experience working with large, unstructured data sets.
• Experience with higher education student information systems (e.g., Banner).
