Stellar Professionals is seeking a senior Data Governance Analyst to support the Virginia Department of Behavioral Health and Developmental Services (DBHDS) in Richmond, VA. Qualifications

• 10+ years of experience in data analysis, data policy/procedure development, and requirements elicitation.
• 10+ years of experience managing data lineage, business glossaries, and data cataloging processes.
• 10+ years of advanced SQL experience and hands-on expertise with enterprise data warehouses.
• 7+ years of experience working with enterprise database systems (e.g., Snowflake, SQL Server, Oracle).
• Willingness to work onsite 2 days per week in Richmond, VA, and attend an in-person follow-up interview if requested.

Responsibilities

• Support implementation of the agency-wide Data Governance Program across the enterprise.
• Capture and maintain metadata, glossary, and CDE mappings across repositories.
• Define data quality rules, profile data, monitor metrics, and support remediation planning.
• Document end-to-end data lineage across multi-tier data layers and support impact analysis for new feeds.
• Collaborate with Data Engineers on Python-based AWS pipelines and governance of Snowflake datasets.

Job description

We are seeking a senior Data Governance Analyst to support the implementation of the Enterprise Data Governance Program at the Virginia Department of Behavioral Health and Developmental Services (DBHDS). This role partners across business and technical teams to establish governance, metadata management, data quality standards, and stewardship practices for enterprise datasets ingested into an AWS Data Platform and delivered via Snowflake.

• Client: Virginia Department of Behavioral Health and Developmental Services (DBHDS)
• Location: Richmond, VA 23219
• Work Arrangement: Hybrid (2 days required onsite per week; parking is not provided)
• Role Type: Contract (9 to 12 months with potential extension)
• Interview Process: 1st round webcam interview, followed by an optional/requested 2nd round IN-PERSON interview in Richmond, VA
• Compliance Requirement: Must physically reside within the US for the duration of the engagement (offshore work is strictly prohibited).

Key Responsibilities

• Enterprise Data Governance: Support implementation of the agency-wide Data Governance Program, facilitate workshops with business stakeholders, and onboard new applications and datasets.
• Metadata & Business Glossary Management: Capture and maintain business/technical metadata, maintain the Enterprise Business Glossary, define Critical Data Elements (CDEs), and map metadata across repositories.
• Data Quality & Profiling: Define data quality rules, conduct data profiling and business validation, monitor metrics, perform reconciliations, and assist Data Stewards with remediation planning.
• Data Lineage & Architecture: Document end-to-end business/technical data lineage across multi-tier data layers (Bronze, Silver, Gold, ODS, ADS) and support impact analysis for new data feeds.
• Platform Collaboration: Partner with Data Engineers on Python-based AWS data pipelines (S3, Glue, Lake Formation) and support governance of datasets served through Snowflake data warehouses.

Required Skills & Qualifications

• Data Analysis & Policy Creation: 10+ years of experience in data analysis, data policy/procedure development, and requirements elicitation.
• Data Lineage & Cataloging: 10+ years of experience managing data lineage, business glossaries, and data cataloging processes.
• SQL & Data Warehousing: 10+ years of advanced SQL experience and hands-on expertise with enterprise data warehouses.
• Relational Database Systems: 7+ years of experience working with enterprise database systems (e.g., Snowflake, SQL Server, Oracle).
• Onsite & Location Commitment: Willingness to work onsite 2 days per week in Richmond, VA, and attend an in-person follow-up interview if requested.

Preferred Qualifications

• Modern Cloud Tech Stack: Hands-on experience or familiarity with AWS (S3, Glue, Lake Formation), Snowflake, Python, Power BI, or SharePoint.
• Domain Experience: Prior public-sector experience within healthcare, behavioral health, Medicaid, or State of Virginia government agencies.
