Job summary

Lehigh Carbon Community College is seeking a Data Architect to design, automate, and maintain enterprise data infrastructure and reporting environments. You will lead data projects, enforce governance, and enable self-serve reporting through advanced SQL, data modeling, and automated workflows.

You will report to the Assistant Director of Enterprise Applications. Responsibilities include building data warehouses, ETL pipelines, and secure data access while collaborating with IT and campus

Qualifications

Responsibilities

  • Design and optimize central data warehouse structures for campus reports.
  • Architect, schedule, and automate ETL/ELT pipelines from SIS and other systems.
  • Write and optimize SQL queries across large relational databases.
  • Maintain automated job streams and data pipelines with schedulers.
  • Define and enforce data security frameworks (RBAC, data masking, FERPA).
  • Collaborate with departments to translate analytics needs into technical architecture.
  • Lead migration of legacy reporting to modern data platforms and establish API/data exchange standards.
  • Maintain data models, mappings, and governance protocols.

Job description

Job Title

The Data Architect designs, automates, and maintains the college’senterprise data infrastructure and reporting environments. The DataArchitect leads technical data projects, enforces data governance,and serves as the primary technical liaison between IT staff andfunctional departments to ensure data system performance, security,and integrity. This is a strategic role empowering campusstakeholders to drive self-service reporting by writing advancedSQL database queries, architecting efficient data models, andautomating critical data workflows. This position reports to theAssistant Director of Enterprise Applications.

Work Schedule

The standard work week is Monday throughFriday, 8:00 AM to 5:00 PM. Exempt professionals, are expected tomaintain a flexible schedule to ensure all responsibilities andcollegiate needs are met, including occasional work outside of corebusiness hours.

Duties and Responsibilities
  • Design and optimize central data warehouse structures andsemantic layers tailored for campus departments to generate,analyze, and automate their own operational and strategic reports.Translate complex data sets into clear, actionable businessinsights by designing and developing enterprise-level reports andinteractive dashboards using modern BI tools (e.g., Evisions Argos,OBIEE)
  • Architect, schedule, and automate robust ETL/ELT pipelines fromthe enterprise SIS (e.g., Ellucian Banner) and secondary systemsinto the central data repository for real-time and scheduledanalytics.
  • Write, debug, and optimize highly complex SQL queries, storedprocedures, views, and user-defined functions across large-scalerelational databases.
  • Design, monitor, and maintain automated job streams usingenterprise workload schedulers (e.g., ISE Enterprise Scheduler) tocoordinate data extraction from enterprise database systems (e.g.,Oracle, Ellucian Banner), manage data pipeline dependencies, andautomate scheduled report generation and delivery through reportingsoftware.
  • In partnership with data stewards and data governance, define,implement, and maintain institutional data security frameworks,including fine-grained Role-Based Access Control (RBAC), datamasking, and FERPA compliant privacy rules, to guarantee strictdata integrity, confidentiality, and legal compliance.
  • Partner directly with functional departments to analyzereporting requirements and translate functional analytics needsinto sustainable technical architecture.
  • Lead the migration of legacy reporting structures into moderndata platform environments, establishing standards for APIintegrations and third-party data exchanges.
  • Maintain comprehensive data models, data mapping, systemintegration diagrams, and governance access protocols.
  • Serve as a technical member of the Data Governance Committee,establishing institutional data standards, access policies, anddata security guidelines.
  • Coordinate and support the implementation and maintenance ofthird-party products and interfaces interacting with enterprisedatabase systems.
  • Contributes to the college’s accreditation efforts, includingthe overall Middle States accreditation and any program specificaccreditation standards.
  • Complete special projects as assigned
Required Qualifications
Education
  • High School Diploma or GED equivalent (mandatory for allcandidates).

AND

  • Minimum 5 years of demonstrated experience in data analytics,enterprise data systems, systems architecture, and/or related.

OR

  • Minimum 3 years of demonstrated experience in data analytics,enterprise data systems, systems architecture, and/or related at anenterprise level with 60+ earned credits of higher education in arelevant field.
Certifications
  • Act 153 Clearances (Act 34 PA Criminal Background, Act 151 PAChild Abuse History, Act 114 FBI Clearance Fingerprinting)
Work Experience
  • Three or more years of experience in enterprise data systems,and/or technical project management.
Knowledge, Skills, and Abilities
  • Working technical knowledge of database systems and enterpriserelational database technologies, such as Oracle andSQL/PLSQL.
  • High-level SQL techniques, including window functions,recursive queries, query execution plan analysis, indexingstrategies, and performance tuning.
  • Advanced proficiency in data modeling (dimensional andrelational), SQL, automated pipeline orchestration, and integrationwith modern BI/reporting platforms.
  • Practical experience with automated job scheduling systems andenterprise workflow orchestration tools to manage dependencies anderror handling.
  • Combines analytical thinking with advanced problem-solvingskills to transform high-level business needs into precisetechnical data models.
  • Demonstrated understanding of data security, user accesscontrols, data integrity, confidentiality, and institutional datagovernance policies.
  • Demonstrated experience managing technical project scopes andcollaborating across multi-functional teams.
  • Must be well organized and an advocate of providing outstandingcustomer service to the institution's user community.
  • Must possess the capability to work with minimalsupervision.
  • Must possess a high level of the following work skills andbehaviors: teamwork, cooperation, initiative, customer service,high level of accuracy, analytical and problem solving skills,excellent organizational, written and oral skills, ability to workin an office with frequent interruptions and commitment tocontinuous professional growth in skills and knowledge.
Preferred
  • Bachelor’s degree in Computer Science, Data Analytics,Information Systems, or a related quantitative field.
  • Experience with scripting languages (e.g., Python, Bash) toenhance automation pipelines.
  • Professional certifications in data architecture, datagovernance, database administration, data warehousing, or projectmanagement.
  • Experience in higher education, specifically with enterprisesystems such as Ellucian Banner.
  • Proven track record of architecting self-service BI ecosystemsfor non-technical institutional users.
  • Strong communication skills with an emphasis on translatingcomplex data structures into actionable concepts for administrativeleaders.
  • Experience developing Release and Change Management processes,procedures, or continuous improvement methodologies.
Physical Demands
  • Ability to effectively communicate, perceive, and exchangeinformation with colleagues and stakeholders.
  • Operate, handle, or feel objects, tools, or controls usinghands, arms, or adaptive equipment.
  • Ability to safely lift, transport, or move objects up to 15 lbsregularly and up to 25 lbs occasionally.
  • Vision capabilities sufficient to view screens, read printedmaterials, and observe work environments (with or without assistivedevices).
