About the Role

The DOEHRS-IH Data Warehouse and DOEHRS-HC Data Repository contain extensive occupational health surveillance data across numerous functional areas and reporting capabilities. We are seeking an experienced Data Architect to lead the data model, warehouse design, and Oracle/WebLogic architecture that keeps this information accurate, secure, scalable, and performant while supporting integration with the Individual Longitudinal Exposure Record (ILER).

Key Responsibilities

• Own end-to-end data architecture across DOEHRS-IH Web Application, Data Warehouse, and Transactional Ad Hoc Reporting components, as well as the DOEHRS-HC Data Repository.
• Design and maintain Database Design Descriptions (DBDD) and enterprise architecture artifacts supporting system design and technical reviews.
• Lead data warehouse management and integration of DoD occupational and environmental health (OEH) exposure data into enterprise repositories, including SAP Business Objects XI environments.
• Guide database schema design, ETL pipeline architecture, data modeling, and storage optimization across Oracle RAC database environments.
• Partner with Database Administrators, Application Developers, and other technical teams to ensure data model changes maintain referential integrity, system reliability, and support new capability development.
• Support database performance and scalability analysis, identifying hardware, software, architecture, and configuration factors affecting responsiveness and data-storage throughput.
• Provide architecture-level input for Interface Control Documents (ICDs) and system integrations.
• Advise on medical device and clinical data integration patterns, including audiometer data capture interfaces supporting DOEHRS-HC, to ensure reliable integration with enterprise data models.
• Maintain technical documentation related to data architecture, database design, interfaces, data flows, and system integrations.

Required Qualifications

• Bachelor's degree in Computer Science, Information Systems, Information Technology, or a related field.
• 10+ years of data architecture experience, including significant experience with Oracle enterprise environments.
• Deep hands‑on experience with Oracle RAC and WebLogic architecture.
• Experience designing and supporting enterprise data warehouses and ETL processes for large, complex datasets.
• Experience with data modeling, database schema design, data integration, and performance optimization.
• Strong understanding of enterprise architecture frameworks such as DoDAF or equivalent.
• Ability to collaborate effectively with database administrators, application developers, cybersecurity personnel, and other technical stakeholders.

Preferred Qualifications

• SAP Business Objects XI experience.
• Experience working with regulated datasets containing PII and/or PHI.
• Prior Defense Health Agency (DHA), Military Health System (MHS), or other DoD health IT data architecture experience.
• Familiarity with DISA-hosted enterprise environments.
• Experience supporting ILER or other DoD health and exposure-data integrations.
• Experience supporting ATO/RMF activities and cybersecurity documentation from a data architecture perspective.
