The Center for Health Statistics and Informatics (CHSI) is responsible for department-wide initiatives to improve the effectiveness of our work through better health information systems, increased application of epidemiologic methods of analysis, strong liaisons with public health organizations and schools of public health, and effective partnerships with local health agencies and professionals. CHSI houses the Office of Vital Records, responsible for registering all California vital events and providing birth, death, and marriage records to the public. In addition, CHSI is involved in many cross-cutting and innovative data projects including the statewide Open Data Portal, Databricks, and the Health Information Exchange.

Job Description And Duties

This position supports the California Department of Public Health’s (CDPH) mission and strategic plan by identifying data sources, information, materials, and other required resources to complete/perform projects.

The Research Data Analyst II (RDA II) collects and prepares data from structured and unstructured sources and conducts preliminary analyses using querying, data mining, analytic, and data manipulation techniques; creates fully prepared and cleansed data sets for higher level predictive analytics, spreadsheet summaries, reports, charts, and tables utilizing various software applications (e.g., SQL, SAS, SAS Enterprise Guide, Databricks/PySpark/SparkR/Spark SQL/, R Studio, Tableau).

The incumbent applies appropriate CDPH data privacy and security policies and ensures effective time management. The incumbent participates in data standards and quality activities and recommends solutions to appropriate stakeholders and stakeholder groups.

The incumbent works under the general supervision of the Staff Services Manager I, Chief of the Program and Policy Unit.

Desirable Qualifications

In addition to evaluating each candidate's relative ability, as demonstrated by quality and breadth of experience, the following factors will provide the basis for competitively evaluating each candidate:

  • Excellent written and verbal communications skills
  • Strong attention to detail
  • Work both independently and as part of a team
  • Perform work accurately and thoroughly to meet deadlines
  • Data analysis background with computer skills in a coding language (i.e., SAS, R, SQL), Microsoft Excel, and any data visualization software (e.g., Power BI, Tableau).

A Supplemental Questionnaire (SQ) is required for this position. The SQ must be limited to one (1) page in total length, minimum twelve (12) point font. Please insert your name in the right corner, title the document "Supplemental Questionnaire", and number your responses.

  • Describe your overall experience working with any kind of health data. Please include your role, any software and coding languages leveraged, and how you communicated your work.

Eligibility Information

If you are new to California State Service, you must take and pass the examination for this classification to be eligible for hire. Current state employees without transfer or list eligibility must also complete and pass the examination for this classification to qualify for this position.

Telework Information

This position may be eligible for telework up to three (3) days per week and is required to report in-person to the designated headquarters office location a minimum of two (2) days per week. The amount of telework permitted is at the discretion of the Department and is subject to change, consistent with CDPH’s Telework Program. All employees who telework are required to be California residents in accordance with Government Code 14200. Candidates who reside outside of the state of California may be interviewed; however, the selected candidate must have a primary residency in the state of California prior to appointment (and continue to maintain California residency) as a condition of employment. Failure to meet this requirement may result in the job offer being rescinded.

Business travel may be required, and reimbursement considers an employee’s designated headquarters office subject to regulations and bargaining unit contract provisions. All commute expenses to the designated headquarters office will be the responsibility of the selected candidate.
