Job summary

Ohio Department of Higher Education seeks a Data Analyst to support the Data Management & Analysis division. You will assist with data input, user management, and responding to data requests for HEI/OTC systems, ensuring data quality and reliable analyses.

You will work under the Director, Data Management & Analysis, collaborating with institutions and stakeholders to maintain data standards and produce ad hoc reporting for the agency and public.

Qualifications

  • Bachelor’s Degree required.
  • Strong quantitative, analytical and writing skills.
  • Familiarity with statistical software such as SAS and SPSS; knowledge of SQL.
  • Proficient with Word, Excel, PowerPoint and Access.
  • Ability to work in data collection and research environment.
  • Capable of writing detailed documents and conducting research in a team environment.
  • Experience making presentations and leading discussions.
  • Solid customer service skills and teamwork experience.

Responsibilities

  • Assist with data input, usage, and training for HEI and OTC systems.

  • Respond to data requests from the public.

  • Ensure handling of confidential information per FERPA requirements.

Agency Overview

The Ohio Department of Higher Education is a Cabinet-Level agency for the Governor of the State of Ohio that oversees higher education for the state. The agency's main responsibilities include authorizing and approving new degree programs, managing state-funded financial aid programs, and developing and advocating policies to maximize higher education's contributions to the state and its citizens.

The Data Management and Analysis division is responsible for the collection of Higher Education Information (HEI) system data and the activities around the use of that data. Data management staff work with institutions to submit data, troubleshoot errors and warnings that occur during the submission process, and provide guidance on how to interpret data elements in the system. In addition to providing support to the institutions for data submission, the Data Management and Analysis area also provides data and analyses to fulfill the ad hoc reporting requirements of the agency, the legislature, governor, and public, and fulfills data requests related to higher education in Ohio.

Job Description

Data Analyst - Administrative Staff and unclassified pursuant to §124.11 (A) (30) and §3333.03 of the Revised Code. Serves at the pleasure of the Chancellor and in a fiduciary capacity to the Ohio Department of Higher Education (ODHE). Reports directly to the Director, Data Management & Analysis.

  • Assists with all aspects of data input, usage, and related training with Ohio’s Colleges and Universities and the Higher Education Information System (HEI) and Ohio Technical College (OTC) systems.
  • Assists in the management and creation of user accounts for ODHE applications.
  • Provides customer support to institutions engaging with ODHE applications and services.
  • Responds to data requests from the public.
  • Performs analysis to assess and maintain data quality standards for data submissions from campuses through the HEI system.
  • Assists in the development of queries to identify common submission problems and errors.
  • Assists in the implementation of data quality control measures and performs data quality audits as needed.
  • Aids in the development of standards to ensure reproducible and reliable analyses by the Data Analytics team.
  • Ensures appropriate handling of confidential and sensitive information and information systems comprised of personally identifiable information as defined by FERPA.
  • Other duties as assigned.

This position reports to the agency headquarters located in downtown Columbus, Ohio five (5) days a week.
