Qualifications

  • Active Top Secret/SCI clearance with CI Polygraph.

Responsibilities

Noblis ESI is seeking an experienced Data Analyst with a focus on data visualization, strategic analytics, and AI-enhanced delivery to join our team on-site in Chantilly, VA.

The Data Analyst will design, develop, and maintain interactive dashboards for our IC customer and Directorate Leadership, Office Chiefs and project managers. Working directly with the Directorate's Strategy and Knowledge Management teams, the candidate will synthesize data from diverse sources—including Jira, Confluence, SharePoint, spreadsheets, briefings, and presentations—into actionable visualizations that inform Senior Leadership on cross-enterprise coordination and resourcing decisions. AI and automation technologies will be leveraged to accelerate dashboard development and improve the speed and quality of data-driven insights delivered to decision-makers.

Responsibilities Include
  • Design, build, and maintain executive-level dashboards using Tableau, HTML/web-based solutions, Jira dashboards, and other visualization tools to support Directorate and IC senior leadership decisions.
  • Establish and maintain data pipelines connecting diverse sources—Jira REST API, Confluence, SharePoint, and other enterprise platforms—to visualization tools, ensuring reliable, secure, and timely data access.
  • Leverage AI and machine learning technologies (e.g., LLMs, NLP, generative AI, predictive analytics) to accelerate analysis, automate reporting, and enhance visualization delivery.
  • Collect, curate, and integrate data from structured and unstructured sources including Jira, Confluence, SharePoint, briefings, presentations, and other enterprise repositories.
  • Collaborate with the MID Strategy team and stakeholders to elicit reporting requirements, define key performance indicators (KPIs), and translate strategic questions into visualization solutions tailored to the appropriate tool, delivery format, and audience.
  • Analyze operational and programmatic datasets to uncover trends and insights supporting enterprise planning and resource allocation.
  • Evaluate, recommend, and prototype new visualization tools and AI-enabled analytics capabilities to continuously improve decision-support products.
  • Develop standardized data taxonomies and naming conventions to ensure consistent and accurate reporting across MID.
  • Conduct data validation and quality assurance across all ingested data sources to ensure accuracy, completeness, and timeliness of dashboard outputs.
  • Present data-driven findings and dashboard walkthroughs to senior leadership, translating technical analytics into executive-level narratives.
  • Maintain a professional appearance and polished presentation standard for all dashboard deliverables and visualization products shared with MID and NRO Senior Leadership audiences.
  • Document dashboard designs, data dictionaries, data flows, API integration architecture, and AI model usage to support knowledge transfer and sustainment.
Required Qualifications

  • Bachelor's degree and 12 years of experience OR Master's degree and 10 years of experience OR PhD/Doctorate and 8 years of experience OR Associate's degree and 14 years of experience OR HS Diploma/GED and 16 years of experience.
  • Degree in Data Science, Data Engineering, Data Analysis, or related field.
  • Mastery of data visualization and data manipulation skills, including Tableau (Desktop, Server, and/or Cloud) dashboard design, calculated fields, parameters, LOD expressions, and data source management.
  • Experience with multiple data visualization approaches, including web-based dashboards (HTML/CSS/JavaScript), Jira dashboards, and/or other BI platforms.
  • Mastery connecting visualization tools to REST APIs and diverse data sources (Jira, Confluence, SharePoint, relational databases).
  • Strong querying and data manipulation skills, proficiency in SQL for data querying, validation, and preparation across multiple data stores.
  • Experience with Python for data analysis, API scripting, automation, and AI/ML integration.
  • Demonstrated ability to design and deliver executive-level visualizations that meet a professional appearance standard for non-technical senior leadership audiences.
  • Experience defining and tracking KPIs, metrics, and performance indicators in support of strategic decision-making.
  • Experience or knowledge applying AI technologies (e.g., LLMs, NLP, generative AI, predictive models) to enhance analytical workflows or accelerate data product delivery.
  • Have an eye for design, color palette, and layout of information. UI/UX experience and an understanding of the audience, the information they need, and the decisions they are able to make with the data/dashboards.
  • Statistical literacy, understanding of distributions, variance, and outliers, correlation vs. causation, data quality and bias issues, etc.
  • Strong understanding of data quality principles, data governance, and data classification/taxonomy development.
  • Travel up to 10% within US.
  • Lift up to 30 lbs, walk, bend, drive.
Desired Qualifications
  • Experience with the Atlassian suite (Jira, Confluence—REST APIs, JQL, administration, custom fields, workflows) in support of Knowledge Management Team operations and for NRO Leadership/Directorate audiences.
  • Ability to transform data into engaging and informative visualizations that clearly explain key trends to stakeholders and executives.
  • Experience using AI/ML tools and frameworks (e.g., OpenAI APIs, LangChain, Hugging Face, scikit-learn) to automate data processing or build intelligent analytics features.
  • Familiarity with Tableau Prep or other lightweight data preparation tools for data shaping prior to visualization.
  • Experience building custom web-based dashboards using HTML, CSS, JavaScript, and/or frameworks such as D3.js, Plotly, or Dash.
  • IC or DoD strategic planning, resource allocation, or cross-enterprise coordination experience.
  • Knowledge of additional BI platforms (e.g., Power BI, Looker, Grafana).
  • Cloud platform familiarity (AWS, GCP, Azure).
  • Statistical modeling or time-series forecasting experience to enhance predictive dashboard capabilities.
  • Git or version control experience for managing visualization workbooks and analytical code.
  • Experience integrating and normalizing data from semi-structured sources such as briefing decks, meeting notes, and presentation materials.
  • Familiarity with NRO and Department of War national and tactical space architectures.
  • Effective verbal and written communication skills across technical and executive audiences.

Compensation at Noblis

Compensation at Noblis is determined by various factors, including but not limited to, the combination of education, certifications, knowledge, skills, competencies, and experience, internal and external equity, location, clearance level, as well as contract-specific affordability, organizational requirements and applicable employment laws. The projected compensation range for this position is based on full time status. For part time or on-call staff, compensation is proportionately adjusted based on hours worked. While monetary compensation is important, it's just one component of Noblis’ total compensation package.
