Job Title: Dam Safety Engineer IV – Hydrologic and Hydraulics

Job Summary

Managed Business Solutions is seeking a full‑time dam safety engineer to join the Bureau of Indian Affairs Safety of Dams Program on‑site in Lakewood, Colorado. The primary focus is hydrologic and hydraulic modeling to support dam safety activities, while also handling risk analysis, emergency management, dam security, design and construction, environmental compliance, inspections, evaluations, and maintenance. The role requires excellent public speaking, complex document development, and stakeholder interfacing with the Bureau of Indian Affairs and tribal clientele. The position may be adjusted based on the qualified candidate’s experience level.

US citizenship is required due to federal program involvement.

Duties/Responsibilities

Prepares and reviews technical work products (75%)

• Contributes to the development, preparation, and review of technical work products covering dam safety activities, primarily open channel hydraulic and general hydrologic modeling, and including risk analysis, emergency management, dam security, design and construction, inspections, evaluations, environmental compliance, and maintenance.
• Develops extensive knowledge of Bureau of Indian Affairs activities and workflow to support technical efforts.
• Obtains and interprets elevation model data from various sources to create input surfaces for hydrologic and hydraulic modeling.
• Creates multidisciplinary technical documents reflecting research, agency, and downstream community needs related to unique dam needs.
• Provides technical direction in dam safety engineering and emergency management based on existing Bureau of Indian Affairs and Department of the Interior guidelines, regulations, and policy.
• Reviews budgets and develops budget estimates for the Safety of Dams Program design, construction, operations, maintenance, and rehabilitation.
• Consults with personnel in other bureaus, federal and non‑federal agencies on shared issues and recommends goals.
• Provides technical guidance and assistance to regional, tribal, and field personnel.
• Visits field locations as needed, possibly including multi‑day trips and travel to remote sites.
• Creates and delivers oral presentations to governmental conferences, tribal groups, and other organizations as directed.

Provides Technical Guidance, Policy Development, and Oversight to SOD Programs (25%)

• Assists the Safety of Dam Branch Chief and staff in developing, implementing, and overseeing guidelines for risk analysis, emergency management, and dam evaluation.
• Provides oversight and guidance on dam safety program areas.
• Offers professional and technical direction based on extensive knowledge, incorporating existing Bureau of Indian Affairs guidelines and regulations.
• Evaluates policy related to dam safety issues, including risk analysis, emergency management, and dam evaluation.
• Writes justifications and answers questions from Congress, Office of Management and Budget, and the Department of the Interior to support funding requests.
• Appraises policy and effectiveness of operations, recommending adjustments and maintaining up‑to‑date regulations and directives.
• Provides statistical and other reports supporting the program and oversees contract revisions necessary for program activities.
• Works with Bureau of Indian Affairs employees and Managed Business Solutions staff to develop, update, modernize, and maintain a comprehensive Emergency Action Planning Program.
• Reports to and takes lead from Program employees and Managed Business Solutions staff.
• Writes documents supporting dam safety outcomes.
• Performs hydrologic and hydraulic modeling.
• Assists with other program needs as they arise.

Required Skills and Abilities

• Demonstrated interest and skills in water resources or power generation/distribution.
• Experience conceiving, planning, and problem solving in complex, high‑scale projects with novel approaches and sophisticated techniques.
• Excellent communication and writing skills.
• Ability to work independently and within a team environment.

Education and Experience

• Bachelor of Science in Civil, Agricultural, Mechanical, or Electrical Engineering from an ABET‑Accredited institution, or a higher‑level degree in science or management.
• Evidence of professional engineering licensure (P.E.) in any state.
• At least 15 years of experience in design, inspection, or analysis of water resource, dam construction, or dam safety efforts.
• At least 10 years of experience with Federal Dam Safety standards for federally owned or operated dams.
• Experience with Federal Design standards of dams, levees, and associated infrastructure.
• For senior‑level positions, at least 3 years of experience leading technical efforts related to dam safety, emergency action, or related programs.

Physical Requirements

• Some lifting of files and opening cabinets.
• Bending or standing as necessary.
• Must be able to lift 60 pounds.
• Must be able to spend 8–10 hours per day outdoors in adverse weather and uneven/difficult terrain.

Work Environment

The position is mostly stationary with some movement around the office and frequent communication with others. Average working hours are 8 hours per day.
