Job summary

J5 Consulting in the Washington, DC area seeks an experienced program manager to lead IT modernization and system integration programs onsite. You will collaborate across IT programs to plan, budget, and deliver enterprise capabilities for the Sponsor’s office. The role emphasizes cloud strategy, security, and agile practices.

The candidate will manage proposals, coordinate with executives, and ensure compliance with security requirements. US citizenship and active TS/Polygraph are required.

Qualifications

• US Citizenship required for federal government work.
• Active TS clearance with Full Scope Polygraph is required.
• Onsite work in the Washington DC metropolitan area.
• Experience leading Agile teams and delivering IT programs.
• Strong written and verbal communication, and proposal development.
• Proven ability to design, implement, and secure enterprise IT solutions.

Responsibilities

• Manage IT complex programs and system integration projects.
• Prepare program plans, reports, and budget spend plans.
• Translate business IT requirements into technical specifications.
• Prepare technical proposals for engineering review boards.
• Evaluate cloud strategies and select appropriate services.
• Design and maintain network environments including cloud.
• Develop cyber defense capabilities and security architecture.
• Lead Scrum teams to deliver high-quality products.
• Communicate with executives and stakeholders; edit technical documents.
