COLSA Corporation is seeking an experienced Program Manager to lead cybersecurity services delivery. You will act as the primary interface between Government leadership, stakeholders, technical teams, and contract partners to ensure successful program execution.

The role is contingent on award with March 2027 start, and you will be proposed as Key Personnel according to proposal requirements. COLSA emphasizes a culture of professional collaboration and mission-focused delivery.

Qualifications

  • Bachelor’s degree or higher in Business Administration, Information Technology, Cybersecurity, or related discipline.
  • 10–15 years of progressively responsible program management experience supporting cybersecurity and/or IT in a DoD environment.
  • U.S. Citizenship required; minimum of a Secret security clearance required.
  • Strong understanding of A&A, RMF, NIST cybersecurity standards and guidance, and federal cybersecurity compliance requirements.
  • Demonstrated ability to interface and communicate with Government leadership, technical personnel, and other program stakeholders.

Responsibilities

  • Serve as the overall lead for the contracted effort, providing management planning, guidance, oversight, and control.
  • Lead and coordinate planning, execution, and delivery of cybersecurity support services.
  • Interface with Government program authorities, senior managers, technical teams, and other stakeholders on program and technical matters.
  • Manage task order and program activities through initiation, planning, execution, monitoring, and closeout.

Job description

COLSA is seeking an experienced Program Manager to lead efforts supporting the delivery of cybersecurity services. This role will serve as a key interface between Government leadership, program stakeholders, technical teams, and contract partners, ensuring effective program execution and the successful delivery of mission‑critical cybersecurity support.

This position is contingent upon contract award, with work anticipated to begin in March 2027. The selected candidate will be proposed as Key Personnel in accordance with proposal requirements.

Principal Duties and Responsibilities
  • Serve as the overall lead for the contracted effort, providing task order and program management planning, guidance, oversight, and control.
  • Lead and coordinate the planning, execution, and delivery of cybersecurity support services.
  • Serve as the primary contractor interface and point of contact with Government program authorities, senior managers, technical teams, and other stakeholders regarding program and technical matters.
  • Manage task order and program activities throughout the project lifecycle, including initiation, planning, execution, monitoring, and closeout.
  • Oversee execution of program requirements, including schedules, milestones, deliverables, and performance, to ensure contractual requirements and customer objectives are met.
  • Support resource planning, task prioritization, and workload coordination to meet program requirements and customer priorities.
  • Monitor program performance, risks, issues, and dependencies and coordinate corrective actions as needed.
  • Identify opportunities to improve program processes, service delivery, and overall performance.

Required Skills
Required Experience
  • Bachelor’s degree (or higher) in Business Administration, Information Technology, Cybersecurity, or a related discipline
  • Minimum of 10-15 years of progressively responsible program management experience supporting cybersecurity and/or information technology programs within a DoD environment
  • U.S. Citizenship required; minimum of a Secret security clearance required
  • Strong understanding of Assessment & Authorization (A&A), Risk Management Framework (RMF), NIST cybersecurity standards and guidance, and federal cybersecurity compliance requirements
  • Demonstrated ability to effectively interface and communicate with Government leadership, technical personnel, and other program stakeholders
  • Experience preparing executive briefings, reports, project plans, and customer presentations
  • Excellent leadership, organizational, analytical, problem-solving, and interpersonal communication skills
Preferred Qualifications
  • Master’s degree in a relevant discipline
  • Project Management Professional (PMP) certification
  • Experience managing cybersecurity, Assessment & Authorization (A&A), and/or Risk Management Framework (RMF) programs
  • Relevant cybersecurity certifications, such as CISSP, CISM, CGRC (formerly CAP), Security+, or equivalent
