Job summary

Leidos is seeking an experienced Cyber Security Manager to lead cybersecurity engineering, RMF/ATO, and security operations for the USCG Cloud Modernization program in Alexandria, VA. You will manage ISSOs, ISSEs, and incident response personnel across AWS/Azure environments, driving secure design, risk reduction, and compliant delivery.

You will oversee vulnerability management, continuous monitoring, and security readiness, coordinating with stakeholders to accelerate secure mission outcomes

Qualifications

• Bachelor’s degree in Cybersecurity, Computer Science, Information Technology, Engineering, or related discipline.
• 8+ years of cybersecurity engineering, information assurance, security operations, or RMF/ATO experience, including 3+ years supporting federal government contracts or programs.
• 4+ years of direct technical people management or cybersecurity team leadership.
• Deep practical knowledge of NIST RMF, NIST SP 800-53, FISMA, ATO packages, evidence, POA&Ms, and continuous monitoring.
• Experience leading vulnerability management, scan review, STIG remediation, control validation, and incident response coordination.
• Strong understanding of securing AWS and/or Azure cloud environments, identity, network security, and DevSecOps.
• Experience with Agile and project management practices.

Responsibilities

• Lead and coach a multidisciplinary cybersecurity team of ISSOs, ISSEs, engineers, and incident responders.
• Oversee RMF/ATO activities across cloud and enterprise boundaries with security control implementation and continuous authorization.
• Direct cybersecurity engineering across AWS and Azure with secure architecture and Zero Trust alignment.
• Own vulnerability remediation programs including POA&M tracking and risk escalation.
• Oversee continuous security monitoring, incident response coordination, and reporting to stakeholders.
• Build integrated cybersecurity work plans, backlogs, schedules, and measurable delivery criteria.
• Conduct technical and quality reviews of security plans, narratives, and artifacts.
• Coordinate with government ISSOs, assessors, and officials to resolve findings and maintain transparency.
• Lead readiness reviews, tabletop exercises, and process improvements for continuity.
• Provide briefings on ATO status, risks, and mitigations to technical and executive stakeholders.
• Foster a proactive security culture through mentoring and repeatable Agile/DevSecOps practices.
