Job summary

Frederick County Government is seeking an experienced Custodial Services Assistant Manager to lead in-house operations across county facilities. You'll oversee staff, implement quality standards, and coordinate with the Facilities team to ensure safety and cleanliness.

The role emphasizes operational decisions, budget awareness, and strong customer service for internal stakeholders. Eligible candidates must pass a background check and possess required certifications or be able to obtain them.

  • Valid driver''s license required.
  • Current certifications in First Aid, CPR, and AED or ability to obtain within 6 months.

Responsibilities

  • Oversee Custodial Services operations; assign and coordinate custodial services for assigned County facilities.
  • Provide support and guidance to Custodial Supervisor; implement a Quality Assurance Program (QAP).
  • Make recommendations to improve training, policies, equipment, and safety compliance.
  • Communicate procedures and task assignments to custodial staff; respond to emergencies and incidents.

Job description

The Office of Custodial Services under the Department of Facility Services within the Frederick County Division of Parks & Recreation is committed to providing the highest level of facility management in an effort to maintain a clean, safe, and sanitary environment for all stakeholders who live, work, and conduct business in our Frederick County Government Facilities (Park and NON-Park Sites). Our In-House Custodial staff are required to go through extensive personal background check in order to be approved to work in our high-security facilities.

POSITION DETAILS:

Non-exempt (compensatory and/or overtime eligible); full-time; 40 hours per week; Monday - Friday; 10:00 a.m. - 6:30 p.m. with the flexibility to adjust schedule based on operational needs; full-benefits

This position will coordinate and oversee the Office of Custodial Services and will make operational decisions using critical thinking skills. While performing this work, the Custodial Services Assistant Manager must maintain a high level of customer and quality services to the stakeholders and facilities maintained by the office. Supervision is given to the Custodial Supervisor; supervision is received from the Facility Services Manager, or an assigned designee.

NOTE: The upper pay range reflects possible wage rates for internal County transfers and promotions, which are calculated per County policy. For external hires, offers are made at the base wage rate.

  • Oversee Custodial Services operations; assign and coordinate custodial services for assigned County facilities through in-house staff, or contractors
  • Provide support and guidance to Custodial Supervisor
  • Implement a Quality Assurance Program (QAP) that provides standards to be maintained by In-House staff and contractors; use information obtained from inspections to make corrective actions to assure compliance with safety and cleanliness standards.
  • Make recommendations to the Facility Services Manager (or designee) and implement programs to enhance overall operations in the areas of training, policies, procedures, equipment, facility finish, and/or compliance with Federal, State, and other regulation requirements
  • Communicate procedures, task assignments, and other information with custodial staff through daily briefings, email, memorandums, etc.
  • Respond to emergency incidents and situations; drive and operate County vehicles
  • Identify problems, hazards and safety concerns related to custodial services provided in County facilities; take appropriate action to address and resolve issues
  • Assist in preparing the annual operating budget and monitoring on-going expenditures
  • Purchase custodial supplies/equipment utilizing the automated procurement and inventory systems and as needed, work with Procurement and Contractingon establishing a bid process
  • Ensure all Custodial Staff maintain proper certifications as it applies to safety or regulation requirements.
  • Maintain key inventories for Custodial Staff
  • Maintain Detail Cleaning Program for County Facilities
  • Maintain an exterior window cleaning program
  • Maintain websites and marketing of the Office of Custodial Services for internal/external customers
  • Represent the Office of Custodial for key meetings, conference, trainings, etc.
  • Represent the Division, on occasion, at the Emergency Operations Center
  • Perform other related duties as required

  • Minimum 5 years work experience in parks and recreation operations, facility coordination, custodial services, or program support which includes at least 2 years of supervisory or managing staff work experience
  • Possession of valid driver's license
  • Current certifications in First Aid, CPR, and AED, or ability to become certified within 6 months of hire

Substitutions for the above-listed required education and experience are an Associate's degree with 3 years work experience as described above which must include at least 2 years of supervisory or managing staff work experience or Bachelor's degree with 1 year work experience as described above which includes at least 2 years of supervisory or managing staff work experience.

KNOWLEDGE / SKILLS / ABILITIES

A successful incumbent operating in this role displays the following:

  • Ability to maintain County Authorized Driver privileges
  • Ability to effectively access and utilize computerized scheduling and e-mail systems
  • Ability to complete Blood Borne Pathogens training and other related training when scheduled
  • Ability to effectively plan, assign, follow-up and evaluate the work of others
  • Knowledge of proper types of custodial equipment, cleaning agents, sanitizing chemicals and protective gear to use in all types of cleaning work, and the ability to use them safely
  • Knowledge of (or ability to learn) the use and operation of a high-speed buffer, standard buffer, vacuum cleaner, carpet extractor and other related equipment
  • Ability to understand and follow written and spoken (English) instructions
  • Ability to effectively organize work, determine priorities and complete assigned duties with minimal supervision
  • Ability to develop, maintain, and promote cooperative, professional and effective working relationships with co-workers and the general public
PREFERENCE MAY BE GIVEN FOR
  • A college degree from an accredited college or university in related field
  • Work experience managing custodial operations in government, educational, or large multi facility environments
  • Experience using custodial tracking software such as Spartan Compuclean
  • Work experience training custodial staff or developing staff training programs
PHYSICAL REQUIREMENTS/WORKING CONDITIONS
  • While working in this position, the employee is required to frequently sit, walk, reach, perform repetitive motions, and drive; and occasionally climb/ascend/descend, stoop/kneel/crouch, crawl, lift up to and over 50 pounds, push up to and over 40 pounds, and pull up to and over 40 pounds
  • While working in this position, the employee is required to constantly work indoors; occasionally work outdoors, in dirty/dusty environments, near chemicals/fumes, potential exposure to infectious diseases, protective equipment required; and rarely walk on uneven ground, and in hot (above 100 degrees) and cold temperatures (below 32 degrees)
  • Ability to work nights, weekends, and holidays as scheduled
  • Available for on-call emergency situations
  • Available for a minimum of three mandatory Parks and Recreation events
  • This position works in high-security facilities, requiring a satisfactory background investigation conducted by the Frederick County Sheriff's Office, in accordance with established Frederick County Policy
