Job summary

Noblis is seeking a Curriculum Designer to support the DTRA GTR Mission Support Department. You will design, develop, implement, and evaluate learning experiences and training programs for government clients, ensuring alignment with DoD guidance and agency style requirements.

You will collaborate with SMEs, ensure regulatory compliance, and coordinate logistics for training events while advancing agency-wide training initiatives and maintaining rigorous documentation.

Qualifications

  • Demonstrated experience implementing the end-to-end lifecycle of creating and deploying high-quality learning experiences.
  • Experience with Learning Management Systems and managing complex data sets to include personnel training records such as employee information, training attendance data, certificates, and training completion data
  • Experience with designing and maintaining courses using Articulate Storyline or similar platform preferred
  • Expert in adult learning principles and best practices
  • Excellent verbal and written communication skills
  • Exceptional organizational skills and impeccable attention to detail
  • DoD Secret clearance or higher, or ability to obtain a U.S. clearance
  • US Citizenship is required.

Responsibilities

  • Assess knowledge gaps and provide training and professional development recommendations and solutions to the client and key internal and external stakeholders
  • Develop, design, implement and evaluate Instructor-led training solutions and learning experiences.
  • Proactively review, enhance and update all courses managed by the Training Team
  • Support in ensuring personnel meet all regulatory training compliance requirements
  • Arrange and manage logistics for training events including: creating course agendas and actionable learning objectives; effectively engaging and communicating with SME instructors; compiling and archiving training artifacts; drafting and sending out participant and instructor invitations; ensuring all training materials are current and meet agency style guide requirements; setting up and breaking down classrooms and training environments; facilitating course operations
  • Coordinate with subject matter experts to ensure courses are aligned with GT needs
  • Help plan and execute yearly agency-wide Training Week
  • Actively collaborate to build networks across all of GT
  • Work closely with the Training Team lead to keep them well informed of upcoming deadlines and responsibilities, following up appropriately
  • Other projects/duties as assigned for the overall benefit of the organization

Responsibilities

This position serves as an Advisory and Assistance Services (A&AS) Curriculum Designer for the Defense Threat Reduction Agency (DTRA), Global Threat Reduction (GTR)Program, Mission Support Department (GT-MS). The GTRProgram works cooperatively with allies and partners to reduce or eliminate WMD threats. The DoD’s GTR Program is implemented by the Defense Threat Reduction Agency (DTRA) in alignment with the 2017 National Security Strategy, 2018 National Defense Strategy, and the DoD Countering Weapons of Mass Destruction Strategy. The cooperative nature of the DoD’s GTR activities yields a secondary benefit of strengthening regional alliances, deepening existing partnerships, and attracting new partners.

Noblis is looking to hire a Curriculum Designer within the DTRA GTR Mission Support Department as part of the GTR Training Team. Responsibilities for the position include training support to GTR, as well as coordination with GTR subject matter experts (SMEs), leadership, and Advisory and Assistance Services (A&AS) personnel and leadership, including but not limited to:

Required Qualifications

Master’s degree in Curriculum Design, Instructional Systems Design, Instructional Technology, Curriculum Development, Education, or similar field and five (5) years of experience OR a bachelor’s degree in one of these or a similar field and ten (10) years of experience

  • Demonstrated experience implementing the end-to-end lifecycle of creating and deploying high-quality learning experiences
  • Experience working with Learning Management Systems and managing complex data sets to include personnel training records such as employee information, training attendance data, certificates, and training completion data
  • Experience with designing and maintaining courses using Articulate Storyline or similar platform preferred

Desired Qualifications
  • Ability to ensure training materials adhere to 508 compliances
  • Ability to create visually appealing infographics and visual aids to support training
  • Experience working with the U.S. government on areas concerning national security
  • Familiarity with State-level and regional WMD threats
  • Familiarity with nonproliferation obligations, approaches, and objectives.
  • International engagement experience
  • High degree of professionalism in dealing with diverse groups of people, including directors, department leaders, and overseas staff
  • Make appropriate, informed decisions regarding priorities and available time
  • Ability to react with appropriate levels of urgency to situations and events that require quick response or turnaround
  • Excellent communication, written, and organizational skills
  • Ability to work on multiple projects which includes prioritizing, tracking, attention to detail, follow-up and follow-through to project completion.
  • Flexibility/adaptability to facilitate or instruct courses as needed
  • Candidates with Top Secret, or Top Secret/SCI clearance are preferred.

Compensation at Noblis is determined by various factors, including but not limited to, the combination of education, certifications, knowledge, skills, competencies, and experience, internal and external equity, location, clearance level, as well as contract-specific affordability, organizational requirements and applicable employment laws. The projected compensation range for this position is based on full time status. For part time or on-call staff, compensation is proportionately adjusted based on hours worked. While monetary compensation is important, it's just one component of Noblis’ total compensation package.
