Job summary

Texas Health and Human Services Commission (HHSC) is seeking a Systems Analyst VI to serve as CTO Architect. This role drives technical direction, governance and architecture across the agency, ensuring alignment with business strategies and regulatory requirements.

The position requires deep experience in distributed IT, cloud platforms, APIs and modern web technologies, with ongoing collaboration across divisions to deliver secure, scalable solutions for Texans.

Qualifications

• Knowledge of architecture frameworks.
• Familiar with NIST cybersecurity framework and security controls.
• Strong understanding of networks, databases and data stores.
• Experience with scripting languages and cloud delivery models.
• Familiar with CI/CD, DevOps and Agile methodologies.
• Experience with cloud services (AWS/Azure/Google).
• Knowledge of OpenStack and Linux/UNIX environments.
• Ability to design APIs and modern web applications.
• Ability to work with open-source tech and AI services.
• Strong communication and leadership skills.

Responsibilities

• Attends work on a regular and predictable schedule and performs duties as assigned.
• Leads agency initiatives to set technology direction and documents current architecture.
• Identifies agency and business strategies and aligns IT with plans.
• Understands desired business outcomes and their impact on technology systems.
• Assesses change impact and establishes acceptable rate of change.
• Establishes technology roadmaps and budget planning for implementations.
• Evaluates emerging technologies and vendor proposals.
• Leads technology governance within the agency and with vendors.
• Develops principles, standards and policies for IT architecture.
• Represents agency in technology leadership roles and cross-agency initiatives.
• Presents thought leadership at technology and health industry conferences.
