CSBG/LIHEAP Integrated Program Operations Manager

REPORTS TO: WORK STATION:

Community Services/LIHEAP Director (CSD) Central Office

SUPERVISES:

GENERAL DESCRIPTION:

Assists the Community Services/LIHEAP Director with broad program operations, including providing information and support to the staff of the Community Services Department and LIHEAP Department. Responsible for coaching and mentoring program staff, assisting with development and success in achieving vision, program goals and successful implementation of Whole Family Approach, as well as other or similar wrap-around services. Responsible for assisting clients in applying for various programs and processing applications. The Assistant will assist with monitoring expenditures, assist with monitoring electronic and hard-copy program service documentation to ensure appropriate information has been documented, appropriate referrals made, proof of existence obtained for case files, etc. The Assistant will assist with ensuring that application registrations and completions are up to date and on time, according to program guidelines. The Assistant will enter program data into data systems, register applications as needed, file applications and review application packets to ensure accurate and timely data entry. The Assistant will assist in the daily clerical duties for the CSBG and LIHEAP program, including some reporting duties. The Assistant will assist in the training of CSBG and LIHEAP staff, and perform other duties as required.

SPECIFIC RESPONSIBILITIES:

Responsible for assisting the CSD in:

  1. Achieving or exceeding the overall goals of the programs.
  2. Developing and implementing a planning process, calendar of events (relating to programs)
  3. Monitoring expenditures, balances outstanding, etc.
  4. Assisting the CSD in ensuring that adequate program and participant records are maintained and that required reports are submitted as required.
  5. Assisting with day to day processing questions.
  6. Assisting with reporting requirements.
  7. Assisting with training staff.
  8. Monitor and report to the Director program updates, and any ongoing issues.
  9. Monitor and evaluate the compliance, efficiency and effectiveness of service delivery in accordance with program guidelines and agency/program P & P.
  10. Assist with developing and implementing planning activities, including work plans and budgets.
  11. Partner with various agency program staff to ensure completion of agency orientation and onboarding for new employees, as well as position description duties.
  12. Assist program staff in recruiting participants, implementing and coordination of program objectives.
  13. Assist the Director with Program-specific tasks, including tasks related to the Comprehensive Community Needs Assessment, Strategic Planning and other ROMA-related agency activities.
  14. Prepares records and reports as required by Director.
  15. Under the direction of the Program Director and in coordination with other Program Staff, assists in the implementation and or updating of program policies/procedures/forms to ensure consistency and required documents are maintained and distributed effectively.
  16. Schedule and contribute to staff meetings, share relevant information, assist in other program and training sessions held by the Director, to ensure proper staff training and provide technical assistance, as needed.
  17. Responsible for maintaining a high degree of professionalism.
  18. Work cooperatively with administrative staff and other agency personnel.
  19. Participate in training as appropriate or requested.
  20. Undertake public information activities, as needed, or requested by the Director.
  21. Assist in conducting intake activities, and processing of various applications for various programs, as needed, or as requested by Director.
  22. Conduct liaison activities between other agency programs to ensure all agency participants are aware of all agency services.
  23. Performing additional duties as assigned by supervisor.
KNOWLEDGE, SKILLS, ABILITIES:
  1. Ability to pass background screen, drug screen, and be subject to random drug testing.
  2. Knowledge of program area obtained through at least three years’ experience.
  3. Knowledge of agency, programs offered by the agency, as well as community resources.
  4. Knowledge of functions and processes to effectively use time and resources to accomplish program operations.
  5. Ability to develop project narratives, and budget information related to agency activities.
  6. Ability to analyze and independently solve a variety of moderately difficult situations and problems.
  7. Ability to evaluate fiscal and financial reports, forms and data.
  8. Ability to speak effectively in public.
  9. Ability to keep accurate records.
  10. Ability to conduct oneself in a manner projecting a positive image to staff, program, agency and community.
  11. Ability to travel for training and other purposes, as well as adapt to the possibility of change in work schedule or hours.
  12. Knowledge of and ability to comply with all rules and regulations applicable to the programs.
  13. Knowledge of the agency purpose, goals, policies and procedures.
  14. Ability to train staff.
  15. Ability to effectively coordinate program with other agency programs.
  16. Ability to maintain the confidentiality of information.
  17. Ability to handle sensitive programmatic information in a confidential manner .
  18. Skilled in use of computer applications such as: Google.docs, Web-Based applications/processes and electronic filing.
  19. Ability to communicate effectively with and relate positively to clients, agency staff, and other agencies and funders.
  20. Ability to follow written and verbal instructions.
  21. Knowledge of general office procedures.
  22. Ability to attend work site regularly to perform job duties and responsibilities.
  23. Ability to effectively multi-task.
  24. Ability to effectively work as a team member.
  25. Ability to do paperwork accurately, completely and timely.
  26. Minimum of a Bachelor’s Degree with emphasis in business, human resources, organizational management, finance, social services, or other related degree, or ten years’ programmatic experience .
