Qualifications

• Bachelor's degree or equivalent experience in Chemistry, Biology, Environmental Science, Environmental Engineering, or related field.
• Knowledge of drinking water laws and regulations relating to cross-connection control.
• Proficient in Microsoft Office.
• Ability to communicate effectively, both verbally and in writing.
• Ability to prepare, manage, and analyze data.
• Strong problem-solving, troubleshooting and decision-making skills.
• Ability to prioritize and manage multiple projects with competing deadlines.
• California State Water Resources Control Board Distribution Operator Grade 2 certification required.
• Must obtain California State Water Resources Control Board Treatment Operator Grade 2 within 1 year.
• Must obtain backflow prevention assembly tester certification within 1 year.
• Must obtain cross-connection control specialist certification within 1 year.
• Valid California driver's license.

Responsibilities

• Reviews and maintain records related to backflow prevention assemblies, annual testing, hazard assessments, customer notification, and actions.
• Develops written materials such as correspondence, educational content, and training resources.
• Provides technical guidance and training to CCC Supervisors, CCC Specialists, backflow testers, and contractors.
• Prepares reports and compliance documentation for management and regulatory agencies.
• Develops and implements training on water quality standards across districts.
• Tracks performance metrics and provides updates on district performance relative to goals.
• Provides technical input on CCC software enhancements and upgrades.
• Represents company in professional organizations and industry groups.
• Supports safety culture and participates in required safety training programs.
• Performs on-site work in assigned office locations.
• Performs other duties as assigned.

ESSENTIAL FUNCTIONS:

• Reviews and maintain records related to backflow prevention assemblies, annual backflow prevention assembly testing, hazard assessments, customer notification, and enforcement actions.
• Develops written materials such as correspondence, educational content, and training resources.
• Provides technical guidance and training to CCC Supervisors, CCC Specialists, backflow prevention assembly testers, and contractors.
• Prepares reports and compliance documentation for management and regulatory agencies.
• Develops and implements training in the districts on water quality standards and conducts ongoing training.
• Tracks performance metrics and provide regular updates on district performance relative to established goals.
• Provides technical input and assistance on CCC software enhancements and upgrades.
• Represents Company in professional organizations and industry groups.
• Exhibits behavior that supports a safety culture; attends and participates at all required safety training programs; adheres to Company Safety Policies; uses Personal Protective Equipment (PPE) as appropriate, reports safety issues/concerns to management in a timely manner and encourages others to behave in the same manner.

MINIMUM QUALIFICATIONS:

• Bachelor's degree with major coursework in Chemistry, Biology, Environmental Science, Environmental Engineering, or a related field and/or equivalent relevant experience.
• Knowledge of applicable drinking water laws and regulations relating to cross-connection control.
• Proficient in the use of Microsoft Office applications.
• Ability to communicate effectively, both verbally and in writing, with internal customers, outside vendors and consultants.
• Ability to prepare, manage, and analyze data.
• Strong problem-solving, troubleshooting and decision-making skills.
• Ability to prioritize and manage multiple projects with competing deadlines.
• California State Water Resources Control Board Distribution Operator Grade 2 certification required.
• Must obtain California State Water Resources Control Board Treatment Operator Grade 2 within 1 year.
• Must obtain backflow prevention assembly tester certification from an organization recognized by the State Water Resources Control Board within 1 year.
• Must obtain cross-connection control specialist certification from an organization recognized by the State Water Resources Control Board within 1 year.

Salary Range:

Bakersfield, CA, Stockton, CA & Visalia, CA: $87,200 - $162,000 (DOE)

East Los Angeles, CA & Torrance, CA: $91,800 - $170,500 (DOE)
