Job summary

The City of Redlands is seeking a Cross-Connection Control Inspector to safeguard the drinking water system by conducting surveys and testing backflow devices. You will administer the cross-connection program, coordinate field activities, and ensure compliance with health standards.

Two years of backflow testing experience and a California Driver's License are required, with multiple operator certificates to be obtained within six months of hire.

Qualifications

  • Two years of experience performing backflow device testing and maintenance or related water utility mechanical work.
  • California Class C driver's license required upon hire.
  • Must obtain Grade I Water Distribution Operator Certificate within 6 months of hire.
  • Must obtain Grade I Backflow Prevention Device Tester Certificate within 6 months of hire.
  • Must obtain Grade II Water Treatment Plant Operator Certificate within 6 months of hire.

Responsibilities

  • Administer the backflow prevention device testing program for business/industrial users.
  • Maintain files and prepare reports for state and federal water quality agencies.
  • Train personnel to recognize potential cross-connection hazards.
  • Perform annual site surveys and assess hazard levels for connections to the city system.
  • Respond to public and industry questions about water quality and cross-connection control.

Job description

The City of Redlands Municipal Utilities & Engineering Department is looking for a Cross-Connection Control Inspector to help safeguard our drinking water system and ensure compliance with critical public health standards. Under direction, to conduct surveys and inspections of business and industry related to cross connection control; to conduct and coordinate field and laboratory testing of backflow prevention control devices; to administer the cross-connection control program; and to conduct environmental studies and surveys of business, industrial, and agricultural water quality.

Examples of duties may include, but are not limited to, the following:
  • Administer the business and industrial water users backflow prevention device testing program; confer with business and industry regarding allowable water service connections; inspect industries and other businesses in the City to ensure compliance with the City cross connection control requirements; recommend action for violators;
  • Maintain files on cross connection control device test results and other reference material; prepare reports for Federal and State water quality enforcement agencies;
  • Train assigned personnel to recognize potential hazards as they pertain to cross connection control;
  • Performs annual site surveys;
  • Determine degree of hazard for business and industry connecting to the City water system;
  • Participate in the operations of the Water Distribution Division as necessary;
  • Perform testing and minor maintenance on related equipment as necessary;
  • Assists with plan check for new construction, tenant improvements, and recycled water use sites;
  • Represent the City on various advisory committees relating to cross connection control and water quality;
  • Respond to questions and complaints from the public and industries regarding water quality and cross connection control; and
  • Performs other duties as assigned.
Experience:
  • Two years of experience performing backflow device testing and maintenance or other water utility mechanical maintenance.
Education:
  • Possession of a high school diploma or equivalent.
License:
  • Possession and maintenance of valid California Class C's driver's license upon hire;
Certificates to be obtained within six (6) months of hire:
  • Possession of a Grade I Water Distribution Operator Certificate issued by the California State Water Resources Control Board; and
  • Possession of a Grade I Backflow Prevention Device Tester's Certificate issued by the American Water Works Association; and
  • Possession of a Grade II Water Treatment Plant Operator Certificate issued by the California State Water Resources Control Board.
Special Requirements:

Essential duties require the following physical skills and work environment:

  • Ability to sit, stand, kneel, crouch, stoop, and squat;
  • Exposure to heat, noise, outdoors, vibration, and confining workspaces;
  • Ability to travel to different sites and locations;
  • Ability to work at a computer station for sustained periods of time.
  • The employee must frequently lift and/or move up to 10 pounds and occasionally lift and/or move up to 25 pounds;
