Job summary

El Paso County seeks an Assessment & Intake Officer, Intermediate, to assist courts and stakeholders in determining indigency status and compiling public safety research on defendants. You will provide accurate information to support bond decisions and handle increasingly complex work.

This role requires two years of relevant experience, a bachelor's degree in Criminal Justice, and the ability to work in a fast-paced county environment with attention to detail.

Qualifications

  • Bachelor’s degree in Criminal Justice or a related field and two years of full-time experience in casework or counseling with interviewing skills.
  • Any equivalent combination of experience and training providing the required knowledge, skills, and abilities.

Responsibilities

  • Conduct pre-release interviews, criminal histories, risk assessments, and indigence eligibility assessments.
  • Complete interview forms, document findings, and enter information into county databases.
  • Evaluate client eligibility for services and make referrals as needed.
  • Coordinate with government officials, Mexican Consulate, and other agencies as required.
  • Maintain accurate case files and reports, and participate in meetings and trainings.

Certificates, Licenses, And Other Requirements

Must have or obtain by date of hire a valid driver's license applicable to job responsibilities, with a driving record acceptable to the County of El Paso.
In order to access the County’s network and systems, a personal mobile smart device is required by the hire start date.

Typical Duties
Essential Duties

Works 24/7 rotating shifts as scheduled, including days, swings, and graves; conducts pre-release interviews, criminal histories, risk assessments, and indigence eligibility assessments for qualified defendants; works holidays and weekends as assigned;
Interviews individuals and collects information from collateral sources to determine eligibility; completes interview forms and documents; enters information into the county databases; evaluates client eligibility for services; makes appropriate referrals; completes all necessary paperwork, interviews, and forwards them for consideration and implementation; notifies appropriate stakeholders of status;
Analyzes records; completes missing data; updates reports; completes detailed criminal history information and summarizes information for reports.
Conducts technical document analysis under strict timeframes and completes accurate and thorough reports for the courts and relevant attorneys.
Performs complex research with attention to detail in order analyze and provide solutions for problems;
Writes, types, or enters information into computers to prepare compilations of data, reports correspondence, or other documents;
Types, scans, enters records, proofreads, and processes a variety of documents including general correspondence, reports, memos and statistical charts from rough draft, or verbal instruction, may compose routine correspondence;
Maintains case files and records, ensures that they are current, accurate and complete prior to a scheduled date;
Serves as a department representative to coordinate or confer with government officials or community groups on behalf of the client;
Performs various clerical duties on a computer which may include data entry and processing; enters data regarding information on the eligibility status of clients;
Verifies data collected from individuals as a part of determining eligibility and recommendations;
Reviews daily jail population report to determine inmates who may qualify for release on personal bond;
Identifies, screens, interviews, and verifies information provided by defendants and processes defendants for release; prepares bond release forms for approval by the courts;
Analyzes the jail population, conducting daily reports, data entry and other related duties as assigned;
Conducts other data entry and analysis as assigned;
Coordinates with other departments or agencies to assure that assessment is successfully completed and any documentation properly managed;
Works closely with Mexican Consulate in releasing Mexican nationals from the Detention Facility;
Assists in the development and improvement of department procedures;
Substitutes, if assigned, for immediate supervisor or coworkers during temporary absences by performing delegated duties sufficient to maintain continuity of normal operations;
Attends and participates in meetings, trainings, orientations, and information sessions;
Stays abreast of new trends and innovations in the field;
Maintains a positive team atmosphere and works well with others; participates in team building exercises and nurtures positive relationships with colleagues and coworkers;
Maintains a high level of honesty, integrity, and ethics both on and off duty, complying with all county and department policies; remains arrest-free and complies with local, state, and federal laws or ordinances;
Substitutes, if assigned, during temporary absences by performing delegated duties sufficient to maintain continuity of normal operations;
Commits self to providing excellent customer service and demonstrate commitment through cooperative team and individual efforts; and
Creates a high-quality work culture through participation in and emphasis on training and mentoring to develop leadership, management, and technical skills in self and all employees, including safety related training and skills.

Other Important Duties*

Performs other related duties as assigned.
Works weekends, graveyard, holidays, and rotating shifts as scheduled.
May be required to act as on-call officer in detention facility on rotating basis.
May be required to work a flexible schedule and more than 40 hours during the workweek.
As members of the County of El Paso Emergency Response System, all El Paso County employees are designated as Disaster Service Workers during a proclaimed emergency and may be required to train on emergency response and/or perform certain emergency services at the direction of their supervisor.

The Assessment & Intake Officer, Intermediate, assists the El Paso County courts and relevant stakeholders in determining the indigency status of defendants and completing public safety research on defendants. The incumbent provides El Paso stakeholders with accurate and thorough information to enhance bond decisions. This designation is distinguished from the Assessment and Intake Officer classification by greater work complexity, broader work activities.

Other: Has frequent contact with individuals who are criminally accused but who have not yet gone to trial, Mexican Consulate, local, state, and federal agencies social agencies, law enforcement agencies, general public, criminal courts and their staff and other county employees.

HOLIDAYS

16 holidays per year as recognized.

VACATION

Accruals are credited on a biweekly basis and available for use as it is accrued after 6 months of continuous service. Year to year carry-over accruals are limited to twice the employee's annual rate. Part-time employees accrue vacation at half the rate of full-time employees.

SICK LEAVE

Accruals are credited on a biweekly basis and available for use as it is accrued after 3 months of full time service. Employees accrue 15 days of sick leave per year.

Bereavement Leave – 3 days of paid leave for the death of an immediate family members and 4 hours for other family members and friends.

RETIREMENT

Retirement benefits are provided by the Texas County and District Retirement Fund (TCDRS). Regular employees become a member of TCDRS upon hire. All regular employees are required to contribute 7% to the retirement fund and the County matches 250% upon eligible retirements.

Deferred Compensation

Employees may defer earnings, on a pre-tax basis, into a 457 deferred compensation program. This is an optional program.

LIFE INSURANCE

Full-time County employees are provided a basic life insurance benefit of $10,000 life insurance at no cost. Supplemental coverage is available for additional fees.

LONG-TERM DISABILITY

The Long-Term disability program provides 60% of the employees' income when the employee becomes disabled because of an illness, injury or accident for a period above 90 days.

SHORT-TERM DISABILITY

The Short-Term disability program provides 60% of the employees' income when the employee becomes disabled because of an illness, injury or accident for a period shorter than 90 days.

RETIREE HEALTH INSURANCE

Employees who retire from the County are eligible to continue Health Insurance at the rate set by the El Paso County Risk Pool Board.

EMPLOYEE ASSISTANCE PROGRAM

Employees are enrolled in an Employee Assistance Program that provides a variety of counseling services.

SECTION 125 MEDICAL & DEPENDENT CARE PROGRAM

The section 125 program is optional for employees and provides a method to pay medical and dependent care expenses on a pre-tax basis.

HEALTHY LIFESTYLE REIMBURSEMENT

Reimbursement of $15 per month for 6 months of continuous gym usage.

EDUCATIONAL ASSISTANCE PROGRAM (EdAP)

Reimbursement up to $2000 per calendar year for eligible education expenses.

EMPLOYEE FITNESS AND WELLNESS CENTER

The Employee Fitness and Wellness Center opened in October 2021 at the County Courthouse. The cost is $5 per employee per month.
