The Harris County Flood Control District is seeking a Crew Leader to provide leadership, direction, and safety to a field maintenance team. You will ensure proper equipment and supplies are allocated to complete tasks in line with the District’s mission to maintain infrastructure.

Qualifications

  • High school diploma or equivalent.
  • Three or more years in field maintenance, mowing, landscaping, herbicide application, farming or related fields.
  • One year supervisory experience in a field environment.
  • Valid Class C Texas Driver's License.

  • Delegate work assignments and instructions per supervisor for program requirements (herbicide spraying, channel clearing, debris removal).
  • Work alongside crew and operate equipment to meet production goals.
  • Ensure trucks are loaded with proper supplies and crew wear safety equipment.
  • Conduct job site safety analyses and tailgate safety talks.
  • Record daily work production, complete work order forms and progress photos.
  • Accept additional duties as needed to support district needs.

Job Summary:

The Flood Control District has the mission to reduce the risk of flooding in Harris County, the third most populated county in the United States, with a population in excess of 4.7 million, including the City of Houston, the nation’s fourth largest city. The Flood Control District has jurisdiction over the primary stormwater facilities in the county, which consist of approximately 1,500 channels totaling nearly 2,500 miles in length, as well as more than 60 regional stormwater detention basins, totaling more than 10,000 acres, and several wetlands mitigation banks, including Greens Bayou.

The Harris County Flood Control District is seeking qualified candidates for the Crew Leader position, which is responsible for providing leadership, direction, and safety to a team of crew members performing field maintenance operations. This role also ensures proper equipment and supplies are assigned to the crew for task completion in accordance with the District’s mission to maintain the Infrastructure.

Essential Functions & Duties:
Crew Leadership & Supervision
  • Oversee and direct a crew of field personnel, which includes laborers and equipment operators.
  • Delegate work assignments and instructions to crew members in accordance with the Production Supervisor’s instructions for program requirements such as herbicide spraying, channel clearing, and debris removal.
  • Work alongside crew members and operate equipment as needed to ensure production goals are met.
Preparation & Safety
  • Ensure site trucks are loaded with the proper supplies and crew members have the appropriate safety equipment before heading to the work site.
  • Perform job site safety analysis (JSA) and crew safety awareness talks (tailgate meetings) to ensure all crew members are aware of site conditions and potential hazards before the start of work.
Documentation & Reporting
  • Record daily work production by task, including completion of work order forms and pictures of work in progress.
Additional Duties
  • Assume additional responsibilities as required, adapting to the District's evolving demands, responsibilities, needs, and objectives.

Education and Experience:
  • Requires a high school graduate or equivalent.
  • Requires a minimum of three (3) years’ experience in field maintenance, mowing, landscaping, herbicide application, farming, horticulture, or a related field.
  • Requires one (1) year of supervisory experience in a field environment.
Licensure:
  • Valid Class "C" Texas Driver's License

  • Ability to operate airboats and other marine equipment in difficult and low-water environments.
  • Ability to use a variety of cutting equipment such as chainsaws, weed trimmers, and machetes.

  • 100% of duties are performed outdoors, where there will be routine exposure to significant levels of heat, cold, moisture, air pollution, wind, and dust.
  • Will be exposed to vegetation retardants, herbicides, fertilizers, petroleum products, including but not limited to gasoline, oil, grease, diesel, and other fuels and lubricants.
  • Will be exposed to snakes, wildlife, wasps, bees, and other flying or walking insects.
  • May be exposed to aquatic bacteria, viruses, and other microorganisms, vibration, or noise in excess of 85 decibels.
