About Harris County Flood Control District:

The District’s core mission is to mitigate the risk of flooding in Harris County which boasts a population of over 4.7 million and includes the City of Houston, the fourth largest city in the United States. The District’s responsibilities extend to approximately 1,500 channels spanning nearly 2,500 miles, over 60 regional stormwater detention basins covering more than 10,000 acres and several wetlands mitigation banks, such as Greens Bayou.

What you will do at Harris County Flood Control District:

The Harris County Flood Control District (District) is seeking qualified candidates for the Construction Inspector role, which is responsible for observing, inspecting, and documenting work-in-progress on construction project sites to ensure the work is being performed in accordance with sealed and approved construction plans, sound construction practices, and all applicable local, state, and federal permitting and approvals. Inspections include site clearing observation, grading, excavation, backfilling, and/or the installation of reinforced concrete structures such as box culverts, low-flow sections, slope pavements, inlets, manholes, and street sections.

Essential Functions & Duties:

Constructability Reviews & Project Delivery

• Perform independent constructability reviews of District Capital Improvement Program, Bond Program, maintenance, partnership, and federally funded projects.

• Review project plans, specifications, estimates, schedules, and bid documents for construction feasibility and completeness.

• Conduct design milestone reviews (30%, 60%, 90%, and final design) and pre-advertisement readiness reviews.

• Evaluate construction sequencing, access, staging, temporary works, equipment requirements, and contractor means and methods.

• Provide recommendations to improve project cost, schedule, safety, quality, and long-term maintainability.

Construction Risk Assessment

• Identify project delivery risks related to utilities, real estate, permitting, environmental constraints, geotechnical conditions, and site conditions.

• Evaluate construction impacts on flood risk, drainage operations, adjacent properties, utilities, and the public.

• Identify potential change order risks, claims, constructability conflicts, and ambiguities within contract documents.

• Support project risk assessments, partnering meetings, and construction readiness evaluations.

Technical Review & Quality Assurance

• Review bid schedules, pay items, technical specifications, and special provisions for clarity, consistency, and constructability.

• Review proposed construction methods for flood control infrastructure, including channels, detention basins, storm sewer systems, levees, floodwalls, bridges, and related facilities.

• Provide technical review of contractor submittals, Requests for Information (RFIs), change requests, and field issues requiring construction expertise.

• Prepare technical memoranda, review comments, and presentations for project teams and executive leadership.

Project Coordination & Collaboration

• Coordinate with Engineering, Construction, Watershed Operations, Environmental Services, Real Estate, Procurement, and project consultants.

• Support resolution of design and construction issues through collaboration with project delivery teams.

• Participate in valued engineering efforts and recommend alternative approaches to improve project delivery.

Continuous Improvement & Knowledge Management

• Analyze lessons learned from completed projects and recommend improvements to District standards, specifications, and design practices.

• Support development of constructability review procedures, checklists, and best management practices.

• Identify recurring construction challenges and recommend process improvements to reduce future project risks.

Technical Leadership & Support

• Provide technical guidance and mentorship to engineers, inspectors, and project delivery staff.

• Support emergency response activities and technical evaluations related to flood infrastructure failures or operational issues.

• Serve as a construction technical resource for complex project delivery decisions.

Additional Responsibilities and Duties

• Attend division and departmental staff meetings, meetings with coordination departments, vendors, and agencies.

• Attend seminars, conference workshops, re-certification, or other training programs and assist with department or District projects, as needed.

• Assume additional responsibilities as required, adapting to the District's evolving demands, responsibilities, needs, and objectives.

Education and Experience:

Certifications and Licensures:

• Texas Class C Driver’s License
• Texas issued Professional Engineer (PE) license,or the ability to obtain within 6 months of employment.

• Advanced proficiency in reviewing engineering plans, specifications, and technical documentation.

• Excellent written and verbal communication skills, including the ability to provide clear and actionable technical feedback.

• Strong expertise in civil engineering design principles, particularly drainage and flood control systems.

• Strong analytical, problem-solving, and decision-making skills, and the ability to manage multiple priorities and work independently with minimal supervision.

• Deep understanding of QA/QC principles, processes, and best practices.

• Ability to identify technical risks, inconsistencies, and constructability issues.

• Ability to lead cross-functional collaboration and influence quality outcomes, mentoring and developing junior engineering staff.

• Prefer a bachelor’s degree in civil engineering or related discipline from an ABET-accredited institution.
• Prefer experience with public-sector infrastructure projects, particularly flood control or stormwater systems.
• Prefer demonstrated experience in QA/QC program development and implementation.
• Prefer a minimum of 10 years of progressive experience in civil engineering, including design and/or construction of drainage or infrastructure projects.
