Job summary

Harris County Flood Control District is seeking an Asset Management Assistant Director to provide leadership for planning, coordination, and program management of the asset management division. The role supports maintenance and property management activities across Harris County’s stormwater infrastructure.

The successful candidate will guide division managers, allocate resources for long-range maintenance, and ensure effective reporting of progress and KPIs to district leadership.

Qualifications

• Requires a bachelor’s degree in civil engineering, construction management, architecture, business and analytics, or a similar technical-focused curriculum.
• Requires minimum 10 years of progressively responsible experience in managing program and project delivery, and/or public works field operations.
• Experience with government agencies and their governing bodies; significant managerial experience over large teams.

Job Summary:

The Harris County Flood Control District's (District's) mission is to reduce the risk of flooding in Harris County, the third most populous county in the United States, with a population exceeding 5 million, including the City of Houston, the nation's fourth-largest city. The District has jurisdiction over the county's primary stormwater facilities, consisting of approximately 1,500 channels totaling nearly 2,500 miles, more than 60 regional stormwater detention basins totaling more than 10,000 acres, and several wetlands mitigation banks.

The District is seeking qualified candidates for the Asset Management Assistant Director position, which will be responsible for providing overall leadership and guidance for the planning, coordination, and program management functions of the asset management division, which supports, establishes, and plans maintenance and property management activities for the District.

Essential Functions & Duties:

Division Leadership & Administration

• Directs and administers division activities through subordinate technically focused department managers.
• May initiate or authorize employee hiring, promotion, discharge, or transfer.
• Workers are designated according to functions, activities, or the type of division managed.

Operational Oversight & Resource Management

• Gives work directions, resolves problems, coordinates program activities, schedules, and manages resources to ensure adequate allocation of resources for maintenance activity execution.
• Monitors planned maintenance activity needs across multiple fiscal years, analyzes costs, and coordinates the budget for long-range planned activities.

Technical Review & Reporting

• Reviews and analyzes technical data and reports, records, and directives, and coordinates with district staff required for maintenance program planning, ensuring consistent administration practices and the reporting of work in progress, key performance indicators, and problems encountered.
• Prepares reports and records on division activities for management and KPI reporting.

Property, Right of Way & Maintenance Support

• Coordinates all infrastructure right-of-way acquisition needs for all right-of-way acquisitions related to maintenance activities for access, channel ownership program support, maintenance project design support, asset management program support, and all other maintenance needs.
• Assigns or delegates responsibility for specified work or functional activities associated with property management, encroachment, developer coordination, inspection, agreement, and call center service requests, and disseminates guidelines to department managers, ensuring consistent application.

Stakeholder Coordination & Collaboration

• Coordinates division activities with internal division and district stakeholders, as well as external stakeholders, to ensure efficiency, economy, and increased infrastructure resiliency and sustainable operational practices.
• Coordinates division objectives to develop and implement sustainable infrastructure and plan best practices with the sustainability manager to promote greater resilience.

Additional Responsibilities and Support

• Assume additional responsibilities as required, adapting to the District's evolving demands, responsibilities, needs, and objectives.

Education and Experience:

• Requires a minimum of a bachelor’s degree from an accredited four-year college or university in civil engineering, construction management, architecture, business and analytics, or a similar technical-focused curriculum.
• Requires a minimum of ten years of progressively responsible, verifiable experience in managing program and project delivery programs, and/or public works field operations related to hydrology, storm water management, and/or urban development.
• Requires experience working with government agencies and their governing bodies.
• Requires significant managerial experience over large groups of professional, technical, field, and administrative employees.
• Requires experience in change management and program scaling for expanded services.

Licensure and Certification:

• Valid Class C Texas Driver's License (Required)

Experience:

• Experience with land management and sustainable vegetation management practices preferred.

Licensure and Certification:

• Professional Engineer (PE) registration in the State of Texas (preferred)
