About Harris County Flood Control District:

The Flood Control District has the mission to reduce the risk of flooding in Harris County, the third most populated county in the United States, with a population in excess of 4.7 million, including the City of Houston, the nation’s fourth largest city. The Flood Control District has jurisdiction over the primary stormwater facilities in the county, which consist of approximately 1,500 channels totaling nearly 2,500 miles in length, as well as more than 60 regional stormwater detention basins, totaling more than 10,000 acres and several wetlands mitigation banks including Greens bayou.

The Harris County Flood Control District is seeking qualified candidates for the role of Crew Leader.


The Crew Leader is responsible for providing leadership, direction, and safety to a team of crew members performing field maintenance operations. This role also ensures proper equipment and supplies are assigned to the crew for task completion in accordance with the District’s mission to maintain the Infrastructure.

Essential Functions and Duties:
  • Oversee and direct a crew of field personnel which includes laborers and equipment operators.
  • Delegate work assignments and instructions to crew members in accordance with the Production Supervisor’s instructions for program requirements such as herbicide spraying, channel clearing and debris removal.
  • Work alongside crew members and operate equipment as needed to ensure production goals are met.
  • Ensure site trucks are loaded with the proper supplies and crew members have the proper safety equipment before heading to the work site.
  • Perform job site safety analysis (JSA) and crew safety awareness talks (tailgate meetings) to ensure all crew members are aware of site conditions and potential hazards prior to start of work.
  • Record daily work production by task including completion of work order forms and pictures of work in progress.
  • May perform other duties that can be added or changed as the course and scope of the job directs.

Education:

  • High school diploma or G.E.D. equivalent

Experience:

  • Three (3) years’ experience in field maintenance, mowing, landscaping, herbicide application, farming, horticulture, or a related field.
  • One (1) year supervisory experience in a field environment.

Licensure:

  • Valid Class "C" Texas Driver’s License

  • Good verbal & written communication skills. Can effectively communicate with coworkers and the public.
  • Good organizational, and managerial skills.
  • Good time management skills and can effectively prioritize and schedule multiple tasks and initiatives.
  • Ability to work well with a team in a field environment.
  • Ability to work in an outdoor setting.
  • Ability to load, unload and safely transport equipment to job sites using a truck and trailer of various sizes.
  • Ability to operate airboats and other marine equipment in difficult and low-water environments.
  • Ability to use a variety of cutting equipment such as chain saws, weed trimmers, and machetes.

  • Frequent driving of vehicles with automatic and four-wheel drive controls.
  • Duties are mostly performed outdoors where there will be routine exposure to significant levels of heat, cold, moisture,air pollution, wind, and dust.
  • May be exposed to vegetation retardants, herbicides and fertilizers, petroleum products including but not limited togasoline, oil, grease, diesel and other fuels and lubricants, snakes, wildlife, wasps, bees and other flying or walkinginsects, aquatic bacteria, viruses and other microorganisms, and vibration or noise in excess of 85 decibels.
