Whenever a child must be removed from their home, Texas courts appoint Child Protective Services (CPS) to serve as a "Conservator" of the child. Conservatorship Specialists are caseworkers legally responsible for a child's welfare when they are removed from their home, monitoring children's care while in CPS conservatorship. They work closely with parents, extended family, and legal parties to help children find a permanent, safe place to live.

Newly hired employees holding a Master's Degree in Social Work may qualify for an increase at the point of hire.

Essential Job Functions (EJFs):

Receive cases from investigators after children are removed and placed in CPS conservatorship.
Assess each child's needs and ensure appropriate referrals are made, focusing on positive permanency.
Work with children, families, and communities to plan for permanency.
Identify permanency resources through ongoing contact with families and kinship providers.
Complete home studies of potential kinship caregivers.
Meet with parents to assess risk, safety, and behavior change needs, referring them to services.
Meet with children, parents, and caregivers in various settings.
Collaborate with placement teams for appropriate placements.
Participate in meetings and conferences at convenient times.
Visit children monthly to assess safety and discuss needs.
Attend and prepare for court hearings, including reporting and testifying.
Keep all parties informed about the child's circumstances.
Work with attorneys to prepare for legal proceedings.
Support kinship caregivers and foster parents, ensuring their needs are met.
Support reunification efforts and transition children home.
Supervise placements until legal finalization or transfer.
Manage case documentation thoroughly.
Maintain effective relationships with community resources and officials.
Perform other duties to support unit operations.
Respect cultural diversity in all interactions.
Attend work regularly as per policy.

Knowledge, Skills and Abilities (KSAs):

Knowledge of child development and family dynamics.
Effective verbal and written communication skills.
Ability to establish working relationships and solve problems.
Proficiency with computers.
Ability to travel and attend visits and meetings, including after hours.
Ability to be on call and work irregular hours.
Ability to work in emotionally intense environments and potentially in high-crime or unsanitary conditions.

Initial Screening Criteria:

Child Protective Services Conservatorship Worker I: An accredited Bachelor's degree OR an accredited Associate's degree plus two years of relevant experience, or equivalent college credits plus experience.

Additional Information:

CBC provides community-driven services, including foster care, case management, kinship, and reunification. The program transitions from traditional CPS to community-based care, with possible office relocations within the same county based on readiness. Post-transition, employment shifts to a private non-profit contractor, with continued duties and responsibilities.
