Job summary

County of Culpeper is seeking a Project Manager to oversee Locally Administered VDOT Transportation Projects within Culpeper County. You will manage engineering reviews, coordinate with planning, and supervise construction documentation.

The role requires a civil engineering background, 5+ years of experience, and strong project leadership. PE preferred. This on-site position offers growth in public infrastructure and the opportunity to impact local transportation policy.

Qualifications

• Bachelor's degree in civil engineering with 5 years of civil engineering experience; PE preferred.
• Must pass criminal background check; Virginia driver's license required; water/wastewater license preferred.
• Strong knowledge of civil engineering principles; familiarity with VDOT projects and local admin.
• Ability to lead staff, manage projects, and present to senior management; proficient in MS Office; basic AutoCAD.

Job description

Serve as Project Manager for Locally Administered VDOT Transportation Projects. Responsible for performing , site plan reviews, and inspection of engineering for transportation, utility, and construction/development projects in the County.

ESSENTIAL JOB FUNCTIONS

• Serves as the transportation engineer for the County by project managing locally administered projects; reviewing and providing comments on development proposals as part of the land use application process; coordinating with the Planning Department on transportation grants and CIP projects; developing a public facilities manual; and providing other transportation engineering needs identified by the County.

• Acts as Contract Administrator for infrastructure projects
• Reviews subdivision and site plans for utility extensions for compliance with codes, regulations, and design; conducts inspections
• Develop and revise utility ordinances, design standards, and policies as needed
• Provides technical engineering expertise to other departments, as needed
• Drafts and reviews contract additions and changes
• Meets with local and state officials, contractors, developers and engineers as needed; responds to citizen inquiries

NON-ESSENTIAL JOB FUNCTIONS

• Performs general support activities as needed to include data entry, copying documents, filing information, etc.
• Performs the duties of subordinate staff as needed
• Performs related duties as directed

Education and Experience:

Education equivalent to a bachelor’s degree from an accredited college or university with major coursework in civil engineering supplemented by 5 years of civil engineering experience. PE preferred.

Special Qualifications:

Must possess satisfactory results of a criminal history background check. Must possess and maintain a valid Virginia driver’s license. Possession of or ability to obtain water and wastewater operator’s license preferred.

Knowledge, Skills, and Abilities:

• Thorough knowledge of the principles and practices of civil engineering as applied to the development and construction of public works projects
• Thorough knowledge of the laws, regulations and funding governing VDOT Transportation Projects, and Locally Administered Projects.
• Ability to perform difficult engineering computations and to make comprehensive recommendations on engineering problems
• Ability to lead employees in the department
• Strong project management, time management and leadership skills
• Ability to effectively present information to senior management
• Ability to speak publicly
• Ability to exercise independent judgment
• Ability to operate a computer; proficiency in various software including Word, PowerPoint, and Excel. Basic knowledge of AutoCAD to access records, drawings, and maps
