Job summary

Clay County is accepting applications for the County Auditor-Treasurer position. The role leads the Auditor-Treasurer Department, oversees budgeting, accounting, treasury and reporting, and serves as Chief Election Official. Requires a bachelor’s degree in a related field and 7–10 years’ experience with a valid driver’s license.

Salary is negotiable within hiring range; the full salary range is disclosed and benefits are provided. Open until filled with first review August 10, 2026.

Qualifications

• Bachelor’s degree in Accounting, Finance, Public Administration or related field.
• Seven to ten years of progressively responsible experience in finance, accounting, auditing, taxation, elections and leadership.
• Valid driver’s license and ability to pass a background check.

Responsibilities

• Provide leadership and direction for the Auditor-Treasurer Department.
• Prepare and administer the department budget and allocate resources.
• Direct accounting systems, treasury, cash management, investments, controls and reporting.
• Advise County leadership on financial trends and fiscal sustainability.
• Oversee annual financial statements, audits and required reports; ensure regulatory compliance.
• Oversee county property tax system including tax calculation, billing and collection.
• Serve as Chief Election Official and manage elections; ensure compliance and integrity.

Salary Range: Hiring Range: $121,014.40 to $130,707.20 or negotiable, commensurate with experience and qualifications.

Full Salary Range is: $121,014.40-$174,241.60

• Bachelor’s degree in Accounting, Finance, Public Administration or a related field.

Duties and Essential Functions:

• Provides overall leadership and direction for the Auditor-Treasurer Department.
• Prepares and administers the department budget and allocates resources to ensure statutory responsibilities and organizational objectives are achieved effectively and efficiently.
• Directs the administration of accounting systems, treasury functions, cash management activities, investments, internal controls, and financial reporting processes.
• Advises the County Administrator, County Board, and department leaders regarding financial trends, budgetary impacts, fiscal risks, and long‑term financial sustainability.
• Oversees preparation of annual financial statements, audits, and required state and federal reports and ensures compliance with governmental accounting standards and applicable laws and regulations.
• Directs the administration of the county property tax system and ensures compliance with applicable Minnesota statutes and regulations.
• Oversees tax calculation, billing, collection, settlement, and distribution processes and certifies tax rates and levies for taxing jurisdictions.
• Serves as the County's Chief Election Official and directs the administration of all federal, state, county, municipal, school district, and special elections conducted within the county.
• Ensures compliance with election laws, regulations, security protocols, and reporting requirements while maintaining the integrity and transparency of the election process.
• Serves as a member of the County's leadership team and provides professional expertise and recommendations regarding fiscal policy, taxation, elections, statutory compliance, and organizational planning.
• Monitors legislative and regulatory changes affecting county operations and implements necessary procedural or policy changes.
• Represents the county in interactions with state agencies, local governments, school districts, professional organizations, auditors, financial institutions, and community stakeholders.
• Other duties as assigned.
