Job summary

Hargrove and Associates, Inc. is seeking a Cost Manager to oversee all project cost control activities for capital and maintenance initiatives, including forecasting, reporting, and budget monitoring.

You will liaise with project managers, contractors, accounting, and clients to ensure accurate financial information and funding compliance. The role emphasizes cost analysis, variance identification, and timely cost reporting, with a focus on earned value management and integration with SAP,

Qualifications

  • Education: Bachelor's degree in Engineering, Construction Management, Finance, Accounting, Business, or related field; equivalent experience may be considered.
  • Certification: No certification is required for this position.
  • Experience: 5+ years of experience in project controls, cost control, cost management, project accounting, or related roles.

Responsibilities

  • Develop and maintain project budgets, forecasts, and cost reports.
  • Track actual expenditures, commitments, and forecasted costs against approved budgets.
  • Identify cost variances and provide recommendations to mitigate risks.
  • Monitor project performance and communicate financial status to project leadership.
  • Prepare monthly cost reports and dashboards for management review.
  • Validate contractor and vendor invoices for accuracy and compliance with contract requirements.
  • Review labor, material, equipment, and subcontract costs.
  • Support accrual development and month-end financial reporting activities.
  • Ensure costs are properly coded and allocated in accordance with project requirements.
  • Assist with budget change management and authorization tracking.
  • Maintain project cost tracking systems and controls.
  • Monitor cost commitments and forecast impacts to project funding.
  • Support earned value analysis and project performance measurement.
  • Assist Project Managers with financial planning and decision‑making.
  • Analyze trends and identify potential schedule or cost impacts.
  • Generate and distribute routine and ad‑hoc cost reports.
  • Perform cost analysis and provide recommendations for cost optimization.
  • Develop forecasting models and support long‑range project planning.
  • Maintain accurate project financial records and supporting documentation.
  • Support audits and compliance reviews as required.

What You'll Be Doing

The Cost Manager is responsible for overseeing all project cost control activities associated with capital projects, maintenance projects, and turnaround efforts. This position provides cost forecasting, cost reporting, invoice validation, budget monitoring, and financial analysis to ensure projects are delivered within approved funding limits. The Cost Manager serves as a key liaison between Project Managers, contractors, accounting teams, and client stakeholders to provide accurate and timely project financial information.

Primary responsibilities
  • Develop and maintain project budgets, forecasts, and cost reports.

Ideal Background

Education: Bachelor's degree in Engineering, Construction Management, Finance, Accounting, Business, or related field; equivalent experience may be considered.

Experience: 5+ years of experience in project controls, cost control, cost management, project accounting, or related roles.

Required Knowledge, Skills, and Abilities
  • Experience supporting industrial, manufacturing, chemical, power, or capital project environments.
  • Strong knowledge of cost reporting, forecasting, budgeting, and financial analysis.
  • Proficiency with Microsoft Excel and project cost management systems.
  • Experience supporting owner-client capital projects.
  • Knowledge of earned value management (EVM) principles.
  • Experience with SAP, Primavera, Power BI, EcoSys, or similar project controls software.
  • Professional certifications related to project controls or cost management.
Physical Requirements

Ability to sit, stand, or walk for long periods of time.
