Job description

Hill International is seeking a Cost Estimator III in Los Angeles, California

Responsibilities
  1. Prepare independent cost estimates to support projects during planning, design, and construction.
  2. Review final engineer's estimates, considering factors such as phasing, airport operations, shifts, resources, time constraints, and badging impacts.
  3. Develop detailed and independent cost estimates from conceptual information and engineering drawings.
  4. Prepare detailed estimates including labor hours, composite crew costs, material costs, and equipment costs.
  5. Provide constructability reports to identify deficiencies and ambiguities, assisting the project team in developing credible cost budgets.
  6. Reconcile independent cost estimates with third-party estimates, engaging in collaborative discussions and communicating results.
  7. Analyze bids from vendors, contractors, and subcontractors, aligning them with independent estimates.
  8. Identify factors influencing the cost of work and necessary field equipment.
  9. Present estimates to management and stakeholders, and lead negotiation meetings with contractors and subcontractors.
  10. Review and prepare material take-offs, component breakdowns, and evaluate historical cost data.
  11. Review contract documents, scope changes, and contractor change orders for merit, negotiating resolutions.
  12. Conduct weekly estimate review meetings, review proposal scopes, labor rates, and material pricing.
  13. Ensure compliance with contractual obligations and technical specifications, reviewing quantities, scope, and pricing references.
  14. Negotiate points of disagreement, develop negotiation documentation, and coordinate with project management.
  15. Prepare reports and correspondence as required.
Qualifications
  1. Bachelor's degree in engineering, construction management, or related field.
  2. Certified estimating professional credential required.
  3. 10+ years of estimating experience in engineering and construction projects.
  4. Experience managing a team of estimators.
  5. Proficiency with Microsoft Office Suite, On-Screen Takeoffs, Bluebeam, and knowledge of Prolog is preferred.
  6. Experience with complex estimate reconciliations, change order negotiations, and vendor/contractor estimates.
  7. Strong knowledge of construction processes and industry practices.
  8. Excellent communication, organizational, and multi-project management skills.
  9. Experience working with external agencies such as FAA, LADBS, LADWP, etc.
Additional Information

The salary range for this position is $123,000-$153,000, based on qualifications and experience. Benefits may include medical, dental, vision, life insurance, disability, flexible spending accounts, 401(k), paid time off, and professional development programs.
