Hill International is seeking a Cost Estimator III in Los Angeles, California
Responsibilities
- Prepare independent cost estimates to support projects during planning, design, and construction.
- Review final engineer's estimates, considering factors such as phasing, airport operations, shifts, resources, time constraints, and badging impacts.
- Develop detailed and independent cost estimates from conceptual information and engineering drawings.
- Prepare detailed estimates including labor hours, composite crew costs, material costs, and equipment costs.
- Provide constructability reports to identify deficiencies and ambiguities, assisting the project team in developing credible cost budgets.
- Reconcile independent cost estimates with third-party estimates, engaging in collaborative discussions and communicating results.
- Analyze bids from vendors, contractors, and subcontractors, aligning them with independent estimates.
- Identify factors influencing the cost of work and necessary field equipment.
- Present estimates to management and stakeholders, and lead negotiation meetings with contractors and subcontractors.
- Review and prepare material take-offs, component breakdowns, and evaluate historical cost data.
- Review contract documents, scope changes, and contractor change orders for merit, negotiating resolutions.
- Conduct weekly estimate review meetings, review proposal scopes, labor rates, and material pricing.
- Ensure compliance with contractual obligations and technical specifications, reviewing quantities, scope, and pricing references.
- Negotiate points of disagreement, develop negotiation documentation, and coordinate with project management.
- Prepare reports and correspondence as required.
Qualifications
- Bachelor's degree in engineering, construction management, or related field.
- Certified estimating professional credential required.
- 10+ years of estimating experience in engineering and construction projects.
- Experience managing a team of estimators.
- Proficiency with Microsoft Office Suite, On-Screen Takeoffs, Bluebeam, and knowledge of Prolog is preferred.
- Experience with complex estimate reconciliations, change order negotiations, and vendor/contractor estimates.
- Strong knowledge of construction processes and industry practices.
- Excellent communication, organizational, and multi-project management skills.
- Experience working with external agencies such as FAA, LADBS, LADWP, etc.
Additional Information
The salary range for this position is $123,000-$153,000, based on qualifications and experience. Benefits may include medical, dental, vision, life insurance, disability, flexible spending accounts, 401(k), paid time off, and professional development programs.
