Qualifications
- Bachelor’s degree in engineering, construction management or related field.
- Certified estimating professional credential required.
- 10+ years of estimating experience in engineering and construction projects.
- Experience managing a team of cost estimators.
- Proficient with Microsoft Office Suite - Word, Excel, PowerPoint, Outlook.
- Experience with On-Screen Takeoffs and Bluebeam.
- Knowledge of Prolog and other Project Management Systems is preferred.
- Experience with complex estimate reconciliations and change order negotiations.
- Experience obtaining independent estimates from vendors/contractors for comparison and negotiation.
- Comprehensive knowledge of construction processes and industry practices.
- Self-starter with results-oriented focus.
- Effective oral and written communication skills.
- Ability to interact effectively across departments and work in a team-oriented environment.
- Accurate, timely results with a customer service attitude.
- Highly organized and detail-oriented.
- Experience managing multiple projects simultaneously.
- Experience working with outside agencies such as FAA, LADBS, LADWP, etc.
Salary Range: $123,000 - $153,000, based on qualifications and experience.

Responsibilities
- Prepare independent cost estimates during project planning, design, and construction phases.
- Review final engineer’s estimates considering project-specific factors.
- Develop detailed estimates from conceptual and engineering data.
- Prepare estimates including labor, materials, and equipment costs.
- Provide constructability reports and assist in developing credible cost budgets.
- Reconcile estimates with third-party estimates and communicate findings.
- Analyze bids and align them with independent estimates.
- Identify production factors influencing costs and necessary field equipment.
- Present estimates to management and stakeholders.
- Lead negotiations with contractors and subcontractors.
- Review and prepare material take-offs and component breakdowns.
- Evaluate historical cost data for future estimates.
- Review contract documents and modifications for scope and cost adjustments.
- Assess change order claims and negotiate resolutions.
- Conduct weekly review meetings and document proceedings.
- Ensure scope and pricing accuracy in proposals and contract documents.
- Review labor rates, material costs, and contractor mark-ups for compliance.
- Understand contractual obligations and technical aspects of construction work.
- Document negotiation points and develop records for cost estimates.
- Coordinate with project management and engineering teams throughout estimate development.
- Prepare reports and correspondence as required.
