Job summary

KSA Integration seeks a Cost Estimator to support MCICOM GF facilities projects at MCB Quantico. You will compile historical cost data, conduct market research, and prepare IGCE cost support packages to help contracting officers establish defensible estimates in accordance with FAR Part 10 and 15.

Qualifications include a bachelor’s degree in a related field and an active Secret clearance. The position offers a competitive base pay of $90,000–$110,000 USD plus comprehensive benefits.

Qualifications

• Bachelor's degree in finance, economics, business, engineering, or related field.
• 4-6 years of cost estimating, market research, or financial analysis in a DoW or federal facilities/construction context.
• Familiarity with IGCE development methodologies and federal cost estimating standards.
• Proficiency in RSMeans or equivalent construction cost databases; strong Excel and data management skills.

Responsibilities

• Compile and analyze historical cost data from RSMeans, PACES, government contract databases, and prior award records to support IGCE development.
• Conduct commercial market surveys and vendor capability research for facilities construction, sustainment, and O&M requirements.
• Produce structured market research reports and IGCE cost support packages in compliance with FAR Part 10 and 15 requirements.
• Maintain a living cost data library organized by project type, trade, and installation.
• Coordinate data calls across program office sections to gather programmatic inputs required for cost justification documents.
