Job summary

Cumming Group in Los Angeles, CA seeks a Cost Controls Manager to lead project cost accounting, design and administer rebate programs, and support the LA County rebuild efforts from the 2025 fires.

You will develop project controls systems, track costs across multiple projects, generate dashboards for management, and partner with senior staff to optimize budgets and cash flow. The role demands extensive experience in government/public sector cost accounting and strong Excel skills.

Qualifications

• Bachelor degree in Construction, Business Administration, Finance, Public Administration, or related field.
• Minimum of ten (10) years of construction cost accounting or public program financial management experience.
• At least five (5) years of government/public sector cost accounting and financial reporting.
• Experience administering rebate, reimbursement, grant, or incentive programs.
• Ability to prepare clear financial reports and dashboards for management.

Responsibilities

• Participates in development and improvement of project controls systems.
• Develops and implements rebate program workflows and payment tracking.
• Recommends improvements in systems, tools, and methods of project controls.
• Establishes a project work breakdown structure in line with industry best practices.
• Tracks and reconciles project costs, budgets, encumbrances, and expenditures across multiple projects.
• Interfaces with other project groups to provide cost codes, POs and change orders.
• Performs ongoing reviews of resource management activities and provides exception reports.
• Assists in creating detailed budgets and cash flow projections.
• Works with senior management to manage overall project cost control.
• Performs other duties as required.
