Job summary

Tecolote seeks an experienced cost estimating analyst with 4-7 years in government acquisition to support Coast Guard programs, DHS policies, and related budgets. You will perform cost analysis, develop models, and brief senior decision makers.

The role requires strong quantitative skills, ability to work autonomously or in a team, and proficiency with ACEIT, Crystal Ball, and @Risk; a DHS suitability and secret clearance are required or pursued. Degree in math/engineering/business preferred.

Qualifications

  • 4 to 7 years of government acquisition experience with cost estimating and analysis.
  • Experience with IT software and models for cost analysis and advising senior decision makers.
  • Knowledge of ACEIT, Crystal Ball, @Risk and other cost analysis software.
  • Knowledge of DHS/Coast Guard cost estimating practices and policy.
  • Experience delivering training and software demos.
  • Ship and aircraft estimating experience is a plus.
  • Ability to work in dynamic environments and coordinate multiple assignments.
  • Excellent written and verbal communication.
  • ICEAA CCEA certification preferred.
  • Ability to obtain DHS suitability and security clearance.
  • Bachelor’s degree in math/engineering/business/sciences.

Job description

We are seeking applicants with 4 to 7 years of experience possessing strong quantitative background with an emphasis in Department of Homeland Security (DHS) acquisition cost estimating analysis, familiarity with various cost analysis models and tools, strong analytical, interpersonal, and presentation skills. Seeking a highly motivated individual with a strong work ethic, ability to work autonomously or in a team environment, with excellent communication, quantitative, research and analytical skills to provide cost estimating/analysis and budget analysis and execution support for Coast Guard acquisition programs. Microsoft Office proficiency (Excel, Word, and Power Point) and experience in cost modeling and cost analysis of weapon systems.

Responsibilities

  • Individual will perform a variety of cost and economic analysis.
  • Work may include cost research, data collection, parametric cost estimating, cost and schedule estimating, life cycle cost analysis, cost estimating relationship and model development, cost risk analysis, project forecasting and risk assessment, cost-benefit analysis, and software cost estimating.
Skills Required
  • 4 to 7 years of government acquisition experience and knowledge of Federal contract requirements, cost estimating, and cost analysis
  • Demonstrated expertise in complex information technologies, simulations, models, operations, and research tools. Demonstrated expertise in advising senior-level decision makers on significant issues related to cost
  • Demonstrated knowledge of the IT software used throughout the government for cost and economic analysis such as Automated Cost Estimating Integrated Tool (ACEIT), Crystal Ball, @Risk, and other common cost analysis software
  • Knowledge of DHS systems, software, and policy, particularly Coast Guard cost estimating best practices and policy and budget policy and systems
  • Experience developing and delivering training to include lunch and learns and software demos.
  • Ship and aircraft estimating experience will be viewed favorably
  • Demonstrated ability to work in a dynamic work environment and ability to coordinate and perform multiple assignments
  • Possess analytical, assertive, creative, and effective problem solving skills
  • Possess excellent communication skills, both written and verbal
  • Possession of a Certified Cost Estimating and Analysis (from the International Cost Estimating and Analysis Association (ICEAA) required CCEA) preferred
  • Demonstrated capability to work independently to resolve complex issues
  • Ability to obtain and maintain a DHS Suitability is required
  • Ability to obtain and maintain a Secret Security clearance is required
  • Bachelor’s degree required, preferably in math, engineering, business, or the sciences

Salary range: $85,000-$95,000 depending on experience and qualifications
