Job Description

Facilitates the development of and coordinates the maintenance of policies and procedures that impact the administration of payroll in a HRBPO model. Identify opportunities to streamline future state client processes to enhance overall efficiency and effectiveness of our comprehensive outsourcing model. Manages priorities and evaluates Client Retained Team staff as appropriate in an outsourced environment. Plans, coordinates, manages, and assists in the payroll processing and account management activities including the resolution of escalated requests. Serve as the primary payroll “contact”, interfacing with the team, as per the contractual definition of “contact”. Monitors vendor performance as it relates to compliance, contractual agreements, and service quality to Client and its employees.

Responsibilities:

  • Daily, weekly and monthly deadlines including managing the retained team’s work schedules in order to meet and maintain deadlines.
  • Reviews management and standard payroll reports regularly and address any discrepancies or identified items.
  • Ensures internal Client controls are established and monitored for verifying payroll input prior to submission so as to ensure the processing of all wages, garnishments, applicable wage taxes and other miscellaneous wage/benefit programs, calculations, and deductions meet expectations.
  • Ensures creation and review of audit and management reports are done according to schedule.
  • Participates in meetings for the ongoing administration of payroll including supplemental development work.
  • Provides documentation on issues and works collaboratively with vendor and internal company divisions towards timely resolution.
  • Provides recommendations on changes to policy, procedures or rules that influence or affect the administration of payroll, communicating recommendations to Payroll Manager.
  • Leads Internal Payroll Team and provides direction to ensure internal controls and evaluation measures are established for the internal payroll team.
  • Motivates individuals under his/her direction to take personal responsibility for the success of Client partnership.
  • Researches, investigates and reports all problems, corrections, and changes relative to payroll programs .
  • Responds to inquiries and correspondence relating to these in a timely manner.
  • Owns working with the Payroll Manager on changes and regular updates to any standard operating procedures to include areas of processing, payroll service center and Knowledge Base modules.
  • Provides payroll specific training to the HR Shared Services team as appropriate to ensure team is capable of resolving Associate and manager inquiries.
  • Provides requirements for year end activities to Payroll Manager including changes to payroll calendars for the coming year.
  • Collaborates with Service Delivery Team to enhance and promote positive and equitable relationship.
  • Serves as liaison with vendors and internal customers in resolving payroll issues.
  • Manages the relationship and communication to all of the payroll’s internal customers within the organization (Employees, Executives, HR, Legal and other business units, etc.)
  • Assists with payroll related internal Client communications.
  • Participates in interviewing, hiring, and training; planning, assigning and directing work; appraising performance; measuring, rewarding and counseling Associates.
  • Ensures attainment of project goals; develops detailed definitions and schedules, ensure appropriate testing is completed and defines resource requirements for special projects.
Qualifications
  • Bachelors degree in Accounting preferred or equivalent training and experience in computerized payroll functions
  • 5+ years of payroll and accounting experience with 2 years experience in the healthcare industry
  • Experience managing payroll processing functions or vendors performing these functions
