The Corporate Maintenance & Reliability Manager is responsible for establishing, building, and coordinating the company's maintenance management operating system and standard processes across its network of liquid asphalt, asphalt emulsion, and modified asphalt production and terminal facilities.

The company's maintenance program is in an early stage of maturity — a CMMS has been purchased but is not yet being used to guide maintenance activities at any site — so this role is foundational in nature. Initial priorities will center on assessing current-state conditions, driving CMMS adoption and data build-out across the full facility network, developing a spare parts inventory strategy, and establishing a prioritized, phased improvement roadmap, ahead of transitioning to ongoing standardization and optimization. This role partners closely with the Operations team to define and achieve maintenance and plant performance objectives. The Corporate Maintenance & Reliability Manager reports to the Director of Engineering.

Essential Functions
  • Conduct a baseline maintenance and reliability assessment across all 23 facilities to establish current-state equipment condition, PM compliance, spare parts accuracy, and maintenance backlog.
  • Lead full deployment and adoption of the company's CMMS across all 23 facilities, including building out asset hierarchies, equipment master data, and standardized data entry practices, and driving user adoption so the system actively informs maintenance work.
  • Identify and prioritize the highest-risk equipment and facilities — particularly hot oil/thermal systems, transfer pumps, and blending/emulsification equipment — to focus initial improvement efforts where risk is greatest.
  • Develop a phased, multi-year roadmap for building the company's maintenance management program across the facility network, and secure leadership buy-in and resourcing for the plan.
  • Lead preventive and predictive maintenance programs for hot oil/thermal fluid heating systems, transfer pumps, piping, and blending/emulsification equipment.
  • Establish spare parts inventory strategy, stocking levels, and upkeep across the facility network.
  • Manage maintenance backlog and scheduling practices companywide.
  • Develop standard operating procedures and best practices for maintenance activities, including startup and shutdown procedures for storage, heating, pumping, and blending systems.
  • Support site outage and turnaround planning.
  • Lead root cause analysis and failure investigations for recurring or critical equipment issues.
  • Create and maintain equipment files, technical documentation, and a documentation storage methodology at each facility.
  • Define baseline maintenance and reliability KPIs (e.g., PM compliance, backlog aging, planned-vs-reactive work ratio, downtime) and establish a regular reporting cadence to leadership.
  • Facilitate knowledge-sharing and adoption of best practices across facilities.
  • Partner with the Operations team to define and achieve maintenance, plant performance, and reliability objectives.
  • Develop processes and train personnel on fiscal planning, budgeting, performance tracking, and forecasting for equipment maintenance, including quantifying deferred-maintenance and capital needs and building business cases for investment.
  • Partner with the EH&S team to identify and close existing maintenance-related compliance gaps Ensure ongoing maintenance processes meet OSHA, environmental, and DOT bulk-loading requirements.
  • Assess current maintenance workforce skill levels across facilities and ensure proper onboarding, coaching, training, and development — including building structured skills-development pathways — for personnel performing maintenance tasks.

Education Qualifications Required
  • Bachelor's Degree Mechanical Engineer
  • Bachelor's Degree An equivalent combination of education and directly relevant maintenance leadership experience may be considered in lieu of a degree
Experience Qualifications Required
  • 5+ years of experience in a maintenance leadership role (Maintenance Engineer, Maintenance Manager, or similar) within bulk liquid, chemical, or heavy industrial process operations.
  • Preferred Experience building or maturing a maintenance and reliability program from a low-maturity baseline, including CMMS implementation, data build-out, and multi-site rollout.
  • Preferred 7-10+ years of experience and/or direct background in liquid asphalt, asphalt emulsion, or other bulk liquid/thermal storage and terminal operations.
  • Preferred Experience supporting maintenance programs across multiple sites or facilities within a single organization.
Skills and Abilities
  • Posess a thorough understanding of processing equipment maintenance requirements and needs
  • Lean Six Sigma experience
  • Extensive technical knowledge of processing facilities and equipment
  • Must be able to lead and communicate effectively with a remote workforce
  • Must be able to work and manage multiple-sites and multiple projects at one time
  • Must be proficient at financial reporting and forecasting
  • Ability to communicate professionally with people at all levels of the organization and external contacts
  • Must be able to work in urgent situations effectively demonstrating diligence and decisiveness necessary to produce positive operational results
  • Strong work ethics of integrity and honesty striving for excellence in all activities
Licenses and Certifications
  • Valid driver's license
  • Required Certified Maintenance & Reliability Professional (CMRP)
  • Preferred Lean Six Sigma certification
  • Preferred OSHA 10- or 30-Hour certification
  • Preferred Working Conditions/Physical Demands Frequent travel across the facility network, including overnight and multiple-night stays (approximately 30%). Must be able to pass a company-mandated drug screen. Work may involve exposure to outdoor conditions, heat, noise, and bulk liquid storage/handling environments typical of asphalt terminal operations. Occasional requirement to wear PPE and work near heated equipment, storage tanks, and loading/unloading areas.
