Main Purpose of Job

This role is essential to advancing the mission of the Maryland Department of Health’s Behavioral Health Administration (BHA), which is to promote equity, resiliency, recovery, health and wellness for individuals who have or are at risk of behavioral health disorders (including emotional, substance, gambling and/or mental health disorders) to improve their health and well‑being through publicly‑funded, culturally informed, quality‑driven services and supports. This role is also essential to the Policy and Planning Division which develops and coordinates all policy, planning, and coordination activities that support the public behavioral health system in Maryland.
This primary purpose of this position is to support the certification of Recovery Residences in accordance with Maryland Regulations and compliance with the National Alliance of Recovery Residence (NARR) standards. A “recovery residence” is a dwelling unit or other form of group housing by any person or entity that provides alcohol and illicit free housing for individuals with substance use disorders. These residences are not clinical treatment facilities. However, residences may receive clinical services provided by other providers to address their treatment needs.
This position is responsible for conducting the application and supporting documentation review as well as on‑site field assessments for certifications of recovery residences. It provides support to the Manager of the Maryland Certification of Recovery Residences and works directly with Recovery Residence owners, staff, and residents throughout the certification process. This position will be knowledgeable about the National Alliance of Recovery Residences Quality Standards, and BHA regulations and use these standards and regulations to conduct on‑site field assessments.
In addition, the position provides administrative coordination to support the certification process and involves offering technical assistance to applicants and certified residences navigating the certification portal or manual submission process and helping them understand and meet NARR Quality Standards and BHA Regulations. The job also contributes to investigative efforts related to critical incidents and complaints. This includes supporting the lead investigation team by conducting site visits, auditing files, and compiling documentation. The position aids when investigations involve multiple agencies or require second‑level site reviews due to serious compliance concerns.
