Job Description
GENERALDESCRIPTION

The Coordinator of Human Resources assists the Executive Director of Human Resources & Administrative Services in the administration of the Division's human resources programs and services. The Coordinator supports recruitment, staffing, employee relations, personnel administration, licensure, compliance, investigations, and performance management while ensuring compliance with applicable federal, state, and local laws, School Board policies, and administrative regulations. The position serves as a resource to employees, administrators, and applicants regarding human resources policies, procedures, and employment-related matters.

ESSENTIAL FUNCTIONS
Human Resources Administration
  • Assists with the administration of the Division's human resources programs and daily operations.
  • Assists in the development and implementation of Human Resources procedures and initiatives.
  • Provides guidance to administrators and employees regarding personnel policies, procedures, and employment practices.
  • Assists the Executive Director with special projects and operational initiatives.
Recruitment and Staffing
  • Coordinates recruitment, selection, hiring, and onboarding activities.
  • Assists with recruitment planning, vacancy management, and staffing recommendations.
  • Coordinates job fairs, recruitment events, and employment outreach efforts.
  • Maintains applicant tracking systems and recruitment records.
Personnel Administration
  • Coordinates employment actions including appointments, transfers, promotions, resignations, retirements, and contract recommendations.
  • Prepares personnel recommendations, contracts, School Board agenda items, and employment correspondence.
  • Maintains personnel records in accordance with applicable laws and records retention requirements.
  • Assists with the preparation of reports related to staffing, vacancies, and other personnel matters.
Employee Relations
  • Assists administrators with employee relations issues, investigations, performance concerns, and grievance administration.
  • Conducts employee investigations as assigned.
  • Prepares correspondence and documentation related to employee relations matters.
  • Assists with conflict resolution and supports a positive work environment.
Licensure and Compliance
  • Coordinates educator licensure, renewals, and endorsement requirements.
  • Assists with Virginia Department of Education reporting and employment compliance requirements.
  • Ensures compliance with School Board policies and applicable federal, state, and local employment laws.
  • Assists with the development and implementation of personnel policies and procedures.
Human Resources Operations
  • Assists with the administration of FMLA, workers' compensation, ADA accommodations, and other employee leave programs.
  • Coordinates background checks, fingerprinting, and employment eligibility verification.
  • Maintains Human Resources Information Systems (HRIS), applicant tracking systems, and personnel databases.
  • Collaborates with Payroll and Finance regarding personnel actions affecting employee compensation.
Other Duties
  • Participates in professional development activities.
  • Serves as a resource to employees, administrators, applicants, and community members regarding Human Resources matters.
  • Performs other duties as assigned by the Executive Director of Human Resources & Administrative Services.
KNOWLEDGE, SKILLS, AND ABILITIES
  • Knowledge of public school human resources administration, employee relations, personnel management, and employment law.
  • Knowledge of Virginia Department of Education licensure requirements and School Board personnel practices.
  • Knowledge of applicable federal, state, and local employment laws and regulations.
  • Ability to interpret policies, regulations, and procedures.
  • Ability to communicate effectively orally and in writing.
  • Ability to establish and maintain effective working relationships with employees, administrators, applicants, and community stakeholders.
  • Ability to maintain confidentiality and exercise sound professional judgment.
  • Ability to manage multiple priorities and meet deadlines.
  • Proficiency in Microsoft Office applications, Human Resources Information Systems (HRIS), applicant tracking systems, and related technology.
EDUCATION AND EXPERIENCE

Required: A Master's degree from an accredited college or university in Human Resources, Educational Leadership, Business Administration, Public Administration, Education, or a related field is required. A minimum of five (5) years of leadership experience in a public school setting is required, along with demonstrated experience in school division human resources in recruitment, employee relations, personnel administration, investigations, licensure, and compliance with applicable federal, state, and local employment laws and regulations. Candidates must demonstrate excellent organizational, communication, and interpersonal skills and the ability to maintain confidentiality while working collaboratively with employees, administrators, and community stakeholders.

Preferred: Professional certification in Human Resources, such as the SHRM Certified Professional (SHRM-CP), SHRM Senior Certified Professional (SHRM-SCP), Professional in Human Resources (PHR), Senior Professional in Human Resources (SPHR), or an equivalent nationally recognized Human Resources certification. A valid Virginia Administration and Supervision endorsement is preferred. Experience with Human Resources Information Systems (HRIS), applicant tracking systems, and public school personnel management is also preferred.

PHYSICAL REQUIREMENTS

Work is generally performed in an office environment. The employee must be able to sit, stand, walk, speak, hear, and use standard office equipment. Occasional travel between division facilities and attendance at evening meetings may be required.

Salary: $56,757 to $105,295 Per Year
