Position Summary:

Under the direction of the Finance Director, accomplishes the objectives of the Finance Department by supervising and coordinating all aspects of financial management. Ensures all accounting functions and programs are maintained in accordance with Generally Accepted Accounting Principles and Governmental Accounting Standards. Maintains confidentiality of all privileged information.

  • Responsible for hiring, supervising, counseling, and evaluating the accounting staff.

  • Hosts regular staff meetings to ensure communication between personnel and program-related activities.

  • Develops, documents, and monitors departmental procedures to ensure that Generally Accepted Accounting Principles, internal controls and Finance policies and procedures are upheld.

  • Prepares accurate profit and loss statements for specified accounting periods for both Tribal and grant funding.

  • Interprets, prepares, verifies, and analyzes financial reports and statements to summarize financial status and recommend financial actions.

  • Reviews all grant/contract funded program activity.

  • Reviews all balance sheet reconciliations.

  • Manage month, quarter, and year end close processes.

  • Prepares and analyzes financial and general ledger reports for review.

  • Works with accounting firm to complete annual audit.

  • Maintains budgets; composes budget modifications; advises on budgetary status for encumbrances and expenditures.

  • Manages accounts payable, receivable, payroll and fixed asset accounting.

  • Works with insurance companies for annual renewal of Pueblo insurance policies.

  • Maintains professional and technical knowledge by conducting research, attending seminars, educational workshops, classes, and conferences; reviewing professional publications; establishing networks; participating in professional societies; conferring with representatives of contracting agencies and related organizations.

  • Contributes to a team effort and accomplishes related results as required.

  • Performs other duties as required to meet the needs and goals of the Pueblo of Santa Ana.


Minimum Qualifications:


  • Bachelor’s degree in accounting or finance plus eight years fund accounting experience, including four years in a supervisory capacity; or equivalent combination of education and experience.

  • Must be a current and active Certified Public Accountant.

  • Must be able to successfully pass a pre-employment drug/alcohol screen and background investigation including a motor vehicle check.

  • Must possess and maintain a valid New Mexico driver’s license and be insurable under the Pueblo’s insurance.


Knowledge, Abilities and Skills:


  • Knowledge of applicable federal, state, county and local laws, regulations, and requirements.

  • Knowledge of and experience in fund accounting in a Tribal environment.

  • Knowledge of department organization, functions, objectives, policies, and procedures.

  • Knowledge of the standards, policies, practices, and procedures of Generally Accepted Accounting Principles and Governmental Accounting Standards.

  • Knowledge of budget preparation and grant accounting.

  • Skill in operating various word-processing, spreadsheets, and database software programs in a Windows environment.

  • Skill in preparing, reviewing, and analyzing operational and financial reports.

  • Skill in supervising, training, and evaluating assigned staff.

  • Ability to exercise independent judgment.

  • Ability to interact and maintain good working relationships with individuals of varying social and cultural backgrounds.

  • Ability to interpret applicable federal, state, county and local laws, regulations, and requirements.

  • Ability to maintain confidentiality.

  • Ability to work independently and meet strict timelines.

  • Ability to communicate efficiently and effectively both verbally and in writing.


Physical Demands:

While performing the duties of this job, the employee regularly is required to sit; use hands to finger, handle, or feel; reach with hands and arms; and talk or hear. The employee frequently is required to walk. The employee occasionally is required to stand; and stoop, kneel, crouch, or crawl. The employee must occasionally lift and/or move up to 25 pounds.


Work is generally performed in an office setting with a moderate noise level.
