Job summary

Bechtel seeks a Control Systems / Instrument Discipline Lead in Houston for LNG plant projects. You will supervise I&C engineers and technicians, ensuring commissioning, start-up and handover meet schedule and budget while following safety and design standards.

Required is a bachelor's degree with 10–13 years of experience (14–17 acceptable) and strong DCS/ICSS expertise, including LNG site exposure along the Gulf Coast.

  • Experience with DCS, ICSS, SIS, ESD and FGS systems.
  • Experience with commissioning and start-up of I&C driven refrigeration compressors using large MV electric motors and VFDs.

Responsibilities

  • Review P&IDs to systemize I&C scope and CSU deliverables to ensure safe, timely commissioning.
  • Provide CSU input on project schedules and coordination through handover.
  • Lead and supervise a team of I&C engineers, supervisors and technicians.
  • Coordinate onsite supplier and subcontractor support through commissioning and handover.
  • Ensure timely handover of CSU I&C systems during construction and turnover phases.

Project Overview

The selected candidate will initially be placed on one of our four Liquefied Natural Gas Plant Projects in the US Gulf Coast Region for our Energy Global Business Unit, but we may also require the selected candidate to have future mobility to one of our other Global Business Units in a different location. The ideal candidate will have market sector/sub sector construction industry experience in energy (liquefied natural gas), manufacturing and technology (semiconductor, chemical, pharmaceutical, data centers, fire power generation), infrastructure (aviation, rail, roads/bridges), mining and minerals (water treatment plant, mineral extraction, metal refining), & nuclear, security, and environmental (nuclear power epc, power distribution, combined cycle, defense and space, environmental cleanup). As needs arise in our growing business, there will be expectation for the candidate to be fully mobile.

Job Summary

The Control Systems / Instrument Discipline will be responsible for supervising and directing personnel and activities within the project Instrumentation & Controls (I&C) scope. They will be responsible for ensuring the I&C CSU scope will be completed on schedule, within budget, and in compliance with all project safety, quality and design standards. The candidate for this position should have a strong knowledge in the testing, commissioning and operation of large plant I&C systems such as DCS, ICSS, SIS, FGS and ESD systems. Proficiency with specialized equipment supplier compressor / electrical motor control system applications utilized within LNG plant design is also required.

Major Responsibilities
  • Reviews 'Piping and Instrumentation Diagrams' to systemize project I&C scope.
  • Reviews and/or completes all I&C CSU deliverables including cause and effect procedures, I&C instructions, complex loop, alarm summary, ESD and trip testing, etc. to ensure a safe, timely and economical delivery of Commissioning/Start-Up activities.
  • Reviews and provides I&C CSU input on project schedules for proper coordination and sequencing through the mechanical completion, pre-commissioning, commissioning, start-up, operation and final handover phases of the project.
  • Reviews and provides I&C CSU input on project I&C engineering and supplier design/documentation.
  • Provides I&C CSU input with Contracts group to develop and ensure proper onsite supplier and subcontractor support through the commissioning, start-up, operation and final handover phases of the project.
  • Provides I&C CSU input with Completions group to assist in the development of project system/sub-system turnover packages.
  • Verifies the integrity and timely handover of CSU I&C systems through the construction, mechanical completion and system handover phases of the project by providing construction support as required and by performing regular inspections/final walkdowns.
  • Assess the installation of supplier packages to ensure project compliance and monitors performance through the commissioning and start-up phases of the project.
  • Leads and supervises a team of I&C engineers/supervisors and technicians to complete all CSU I&C activities through the commissioning, start-up, operation and final handover phases of the project.
  • Supervises, plans and coordinates daily CSU I&C work activities to ensure all work is performed safely and project milestone dates are met.
Education and Experience Requirements

Requires bachelor's degree (or international equivalent) and 10-13 years of relevant experience or 14-17 years of relevant work experience.

Required Knowledge and Skills
  • A strong knowledge in the testing, commissioning and operation of large plant control systems.
  • Previous experience with DCS, ICSS, SIS, ESD and FGS systems.
  • Previous experience with specialized equipment supplier control systems.
  • Experience with the commissioning and start-up of I&C driven refrigeration compressors using large MV electric motors and Variable Frequency Drives (VFD).
  • Experience on an LNG construction site, especially along the U.S. Gulf Coast, is preferred.
  • Experience in the design and operation of LNG facilities is preferred.
  • Heavy industrial 'direct hire' construction experience in a supervisory role, commensurate with the type of work to be undertaken in a lump-sum/turn-key environment is preferred.
  • Collaborates well in a team environment and able to adapt to change.
  • Strong leadership and supervisory skills that is able to lead a team of I&C engineers, supervisors and technicians.
