Job summary

PHDC is seeking a qualified Quality Control Inspector to perform certified weatherization inspections and ensure compliance with contract terms, work specifications, and codes. The role requires certification as a Quality Control Inspector and experience inspecting residential rehabilitation projects.

Responsibilities include conducting site conferences, recording inspection findings, and initiating corrective actions.

Qualifications

• Three years inspecting residential properties for rehabilitation planning, incl. two years at whole performance level.
• Education equivalent to high school and seven years in building trades or weatherization with inspecting two years at whole performance level.
• Any equivalent combination including two years hands-on construction and two years inspections with at least one year at whole performance level.
• Note: Completion of a two-year training program may substitute for up to four years of experience.

Description

GENERAL DEFINITION

This class is distinguished from other inspection classes by the employee’s certification as a Quality Control Inspector, enabling them to perform certified independent weatherization quality control inspections. Work includes all other aspects of field work inspection and coordination, including conducting job site conferences and ensuring compliance with contract terms, work specifications, codes, construction practices, and inspection protocols. Performing building diagnostics, recording and reporting inspection findings and concerns, and initiating corrective actions are significant aspects of the work.

Requirements

MINIMUM ACCEPTABLE TRAINING AND EXPERIENCE

• Three years of experience inspecting residential properties for planning and estimating rehabilitation work, which includes two years at the whole performance level.

OR

• Education equivalent to completion of the Twelfth grade, and
• Seven years of experience in any of the recognized building trades or as a weatherization installer or auditor as currently certified by the PA Department of Community and Economic Development which have involved residential building rehabilitation and/or weatherization three years of which have been inspecting properties for planning and estimating rehabilitation and/or weatherization work, which includes two years at the whole performance level.

OR

• Any equivalent combination of acceptable education and experience that has included the completion of at least two years of hands-on construction, repair, alteration or weatherization experience with at least two years of experience performing technical field inspections of projects to assure contractors’ adherence to contract requirements, plans and specifications, including one year at whole performance level.

Note: Completion of a two-year training program, which has included classroom instruction and on-the-job training in residential building rehabilitation and inspection, may be substituted for up to four years of general experience requirements indicated above.

PHYSICAL AND MEDICAL STANDARDS

• Ability to meet approved minimal physical and medical standards.

LICENSES, REGISTRATIONS, AND/OR CERTIFICATES

• Possession of a valid motor vehicle operator’s license issued by the Commonwealth of Pennsylvania before appointment, and
• BPI Quality Control Inspector certification, as defined by the Clean Energy Center and the Department of Energy, before appointment and during the tenure of employment as a Quality Control Inspector.

Summary

All Pennsylvania weatherized units must be inspected by a certified QCI to be reported as complete units. The QC Inspector cannot have performed any of the work on the unit (neither the audit, the installation, nor the Crew Leader supervision). QCIs must review the weatherization work for conformance to the national Standard Work Specifications (SWS); Assure that all work measures and documentation have been adequately met according to requirements; Enter data and results according to prescribed forms; and report results to the Department of Community and Economic Development (DCED) and the Agency that conducted the work.

Performs safety and diagnostic tests, and observes retrofit work to ensure the completion, appropriateness, and quality of the work, thereby providing for the safety, comfort, and energy savings of building occupants.

Reviews file documentation for the inclusion of proper documents and completeness and reasonableness of information provided in the documents. Reviews systems entries for the inclusion of appropriate data and the completeness and reasonableness of information entered.

REQUIRED KNOWLEDGE, SKILLS, AND ABILITIES

Knowledge Of:

• Trades methods and procedures used in the alteration, repair, and/or weatherization of homes.
• Codes, ordinances, and regulations governing building construction, alterations, and/or weatherization.
• Current repair, alteration, and/or weatherization costs for labor and materials.
• Objectives, programs, and resources of public agencies involved in code enforcement programs.
• Housing and fire codes and related ordinances and regulations as they apply to dwelling units.
• The detailed and comprehensive protocol standards necessary to perform certified and technically accurate quality control inspections of weatherization projects in conformance with Quality Control Inspector certification requirements.
• The use and capacities of computer hardware and software programs.
• Trades methods and procedures used in alteration, repair, and weatherization of homes.

Ability To:

• Prepare cost estimates on building repairs and alteration work.
• Prepare and interpret technical repair and alteration specifications, sketches, plans, and blueprints (architectural drawings), and recognize deviations, improper or faulty construction, and other hazardous conditions created during the repair, alteration, or weatherization process, and recommend corrective actions.
• Change specifications in the field to meet code requirements and keep the program on schedule.
