Job description

Navarro Research and Engineering, Inc. is hiring a Contracts Specialist II. This position has historically averaged 20-25 hours per week over the course of a year, totaling approximately 1,200 hours annually, with weekly hours fluctuating based on project needs. This position can be performed remotely with some travel.

Navarro provides technical and professional services to support the Department of Energy (DOE) Carlsbad Field Office (CBFO) and Waste Isolation Pilot Plant (WIPP). We provide subject matter experts and assist CBFO with WIPP site operations and health and safety, including nuclear safety, oversight. We support CBFO with implementation of their quality assurance, waste management, and environmental and regulatory compliance programs, including developing strategies and engineering design and construction solutions to improve site operations. Navarro also provides program/project management support as well as audits/assessments and implementation of scientific programs.

Requirements

Bachelor's Degree or higher (MBA, PhD, etc.) and a minimum of 15 years of contracting experience, specializing in all acquisition support functions (cradle to grave).

Knowledge Required:

Expert knowledge in FAR, DEAR, and other Procurement and Acquisition Guidance. Familiarity with DOE and EM is beneficial and DOE contracting experience highly preferred.

Skills Required:

  • Ability to navigate and research acquisition related documents to support CO and SMEs when questions and issues arise—review and application of contract clauses and FAR Class Deviations.
  • Critical thinking to achieve task objectives efficiently—coordinating with appropriate SMEs.
  • Drafting contractual correspondences—supporting CO with recommendations on contractual deliverables or letters.
  • Updating/revising procedures—applying lessons learned and good practices.
  • Reviewing complex documents, analyzing, and providing recommendations—supporting CO and COR with reviews of audit reports, assessment reports, etc.
  • Monitoring, tracking, and closing out tasks and action items to ensure timely completion.

Tasks may include:

  • Drafting contract modifications and memoranda from various sources.
  • Reviewing contractor deliverables requiring CO responses, such as monthly reports and audit reports.
  • Applying review results from impact assessments of DOE order updates into contract modifications or discussions.
  • Revising procedures and contract documents, e.g., CBFO TP 5.6, CBFO MP 5.4, Contract Management Plan.
  • Supporting PEMP development and providing draft performance evaluation input.
  • Coordinating with Project Control and Audit teams for monthly reviews.
  • Conducting bi-weekly CO/COR meetings and providing minutes.
  • Supporting CO on data calls.
  • Participating in conference calls as necessary.
