Job description

Contract Manager – Navy Systems

We are seeking a Contracts Manager to join our Navy Systems team based in York, PA. Johnson Controls Navy Systems (JCNS) supplies air‑conditioning and refrigeration equipment and services to the U.S. Navy and is looking for a candidate to manage contracts across all program portfolio, ensuring compliance, profitable negotiations, and customer satisfaction.

Location: York, PA (non‑remote) Salary: $140,000 – $180,000 base + significant bonus incentive (negotiable) Benefits: Eligible for benefits on first day; 3 weeks paid vacation, 5 sick days, 3 floating holidays, and 10 standard holidays per calendar year (6.5 weeks total) Travel: Limited travel, mostly based out of York.

Responsibilities
  • Review and provide feedback on customer RFIs, draft RFPs, and RFPs; guide the program on contract implications.
  • Approve contractual documents to protect company risk and meet corporate policies.
  • Partner with Program Managers, Proposal Manager, and Pricing & Estimating (P&E) to develop proposal strategies.
  • Act as liaison with Legal counsel on contractual matters.
  • Plan and execute contract negotiations to achieve targeted profit rates and favorable terms.
  • Lead contract administration and customer contact activities to ensure proper acquisition and fulfillment.
  • Ensure compliance with all contractual requirements and interpret terms for program leadership.
  • Coordinate deliverable submission with stakeholders and review contract modifications.
  • Collaborate with program, technical, and operations orgs to provide guidance based on contractual and compliance requirements.
  • Communicate concisely to management through presentations, documents, or email.
  • Engage with customers and stakeholders to establish relationships, understand requirements, and communicate achievements or issues.
  • Ensure compliance with FAR, DFAR, and other DoD regulations.
  • Work closely with Navy and shipyard customers.
  • Establish and communicate program and contract vision, documentation, and operating procedures.
  • Participate in contract negotiations and changes; coordinate proposals, business plans, budgets, and financial terms.
  • Identify and assess program risks; develop resolutions to meet productivity, quality, and customer satisfaction goals.
  • Interact with senior management on significant matters to the company.
Required Qualifications
  • 8+ years’ experience in contracts management or related roles.
  • Experience in a Department of Defense contracting environment, preferably U.S. Navy.
  • Knowledge of Federal laws, regulations, terms, and policies (FAR, DFARS, etc.).
  • Experience working with internal and external stakeholders to achieve contract objectives.
  • Strong proposal development and negotiation skills.
  • Proficiency in Microsoft Office Suite.
  • Excellent interpersonal and negotiation skills.
  • Strong critical‑thinking skills for sound business judgment.
Preferred Qualifications
  • Experience with manufacturing/production contracts.
  • Knowledge of P&L management practices and contract influence on P&L.
  • Experience with large federal contracts (> $10 million).
Preferred Education
  • Juris Doctor (JD) or Bachelor’s Degree in Business Administration, Engineering, Finance, or a related program.
