Job summary

SEACORP in Middletown, RI seeks a Contracts Manager to oversee pre-award activities, cradle-to-grave contract administration, and pricing analyses for DoD programs across CPFF, FFP, CPIF, CPAF and T&M.

Under the VP of Contracts, the role liaises with contracting officers, manages risk, ensures compliance with FAR/DFARS, and mentors the Contracts Team while supporting proposals and negotiations.

Qualifications

  • Bachelor’s degree and 10 years in DoD contracts administration.
  • Experience with pricing proposals and contract negotiations.
  • Knowledge of FAR and DFARS.
  • Ability to lead teams and manage multiple deadlines.
  • Excellent written and verbal communication.

Responsibilities

  • Review and negotiate a variety of agreements and develop related documentation.
  • Lead pricing analysis and price-to-win strategies for senior management.
  • Analyze RFP requirements and prepare compliant cost proposals.
  • Prepare cost volumes and pricing strategies on schedule.

SEACORP is seeking a well-qualified Contracts Manager.

Primary Duties and Responsibilities
Job Summary

We are looking for a motivated candidate who is excited to help assist and develop our Contracts Team to further promote business growth and overall meet customer needs. Under the supervision of the Vice President of Contracts, the Contracts Manager will oversee all aspects of contract administration.

The Contracts Manager will serve as a liaison between SEACORP, and customer Contracting Officers and/or subcontract procurement agents as needed for pre-award activities, proposals, and contract negotiations, as well as cradle-to-grave contract administration activities on SEACORP’s awarded contracts.

The position will support a broad range of service contracts (prime/subcontract awards) across multiple contract types to include CPFF, FFP, CPIF, CPAF and T&M. This role requires a collaborative team builder with ability to interface with executive management on a regular basis. Qualified candidates must demonstrate hands‑on experience pricing proposals in a DoD environment.

Job Responsibilities
  • Review and negotiate a variety of agreements (e.g. Proprietary Information Agreements (PIA), Teaming Agreements, Licensing Agreements, Consulting Agreements, etc.) and develop related documentation.
  • Lead and perform pricing analysis and develop price-to-win options for upper management analysis and decision‑making.
  • Lead the review, analysis and evaluation of RFP requirements, take exception to terms (as appropriate), develop and submit compliant cost proposals.
  • Prepare cost volumes and prepares pricing strategies in a timely manner.
  • Support and advise management on potential risks, contractual rights and obligations by providing advice/guidance to different internal teams relating to contract generation and negotiation.
  • Stay current with new laws and proposed legislation, interpret the potential impact on current and future contracts.
  • Support proposal preparation, price negotiations, post‑award activities.
  • Support contract lifecycle management which includes but is not limited to, contract and agreement initiation, negotiation of terms and conditions, contract administration through close‑out.
  • Maintain records for correspondence and documentation related to established contracts and those in progress.
  • Establish and maintain positive working relationships with contracting officers of the US government, prime contractors, DCAA, DCMA, and other related organizations.
  • Serve as the singular point of contact for assigned contracts and maintain relationships with clients, suppliers and vendors.
  • Handle correspondence with external/internal stakeholders.
  • Manage FAR/DFARS and contractual flow‑downs.
  • Ensure that risks are assessed on potential projects, managed during contract execution and reported
  • Performs other duties as assigned.
Qualifications
Education

Bachelor’s Degree in related discipline such as Business or Accounting. 10 years of experience.

Experience

10 years of experience in DoD contracts administration role.

Mandatory Skills Requirements
  • Excellent oral and written communication skills.
  • Extensive experience with writing and production of cost proposals
  • Supervisory experience.
  • Strong attention to details.
  • Knowledge and application of both the Federal Acquisition Regulation (FAR) and Defense Federal Acquisition Regulation.
  • Supplement (DFARS) and related federal regulations.
  • Ability to demonstrate a solid understanding of legal terminology and contractual compliance requirements.
  • Effectively handle multiple demands/projects with shifting deadlines by leveraging resources appropriately.
  • Expert level knowledge and proficiency with MS Office Suite programs such as but not limited to Excel, Word and PowerPoint.
  • Comfortable working in a mostly paperless environment.

  • Flexibility to work non-traditional hours, when necessary, in a deadline-oriented environment.

Work Environment & Physical Demands

Office & Computer Laboratories - Sitting, standing, extended periods of time using a mouse and keyboard and viewing computer screens. Infrequent lifting of <40lbs. Movement between points within the same office or between buildings. Work is performed in generally consistent environmental conditions with some seasonality for temperature differences and lighting.
