Job summary

Jobtailor in the United States (MA area) seeks an experienced contracts professional to advise and manage complex government and commercial contracts. The role covers negotiation, regulatory interpretation, and proposal support across Prime Contracts, Subcontracts, OTAs, and NDAs.

Ideal candidates will have direct customer engagement experience, a strong background in FAR/DFARS, and a current DoD Top Secret clearance with TS/SCI eligibility preferred. Hybrid work and limited travel are expected.

Qualifications

University Degree or equivalent, 8+ years of relevant experience, or an advanced degree with 5+ years of experience.
Experience engaging directly with customers.
Experience with US Government procurement and/or OTAs.
Experience applying FAR, DFARS, and other applicable US Government regulations.
Experience interpreting, preparing and negotiating proposals and contracts, including terms and conditions, SOWs, milestones/deliverables, cost/price and fee/profit arrangements.
Willingness to support a hybrid role.
Willingness to travel on a limited basis.
U.S. citizenship required.
Active DoD Top Secret security clearance required after day 1.
TS/SCI eligibility preferred.
Experience with ITAR and EAR.

Responsibilities

Advise and/or represent the organization on contract matters.
Act as liaison between internal and external customers.
Review, interpret, negotiate, and manage Prime Contracts, Subcontracts, OTAs, NDAs, ACAs, and Direct Commercial Sale Agreements.
Review and assess U.S. Government and commercial requests for proposals.
Identify proposal requirements and risks.
Assess intellectual property issues.
Review terms and conditions and redlines.
Manage cost volume development and support proposal pricing and estimating.
Support gating, management approvals, and proposal submission.
Draft, summarize, redline, and interpret complex contract documents and T&Cs.
Negotiate complex customer contracts.
Identify transaction and contract risks and mitigation strategies.
Provide strategic analysis, recommendations, and advice on contract matters.
Ensure compliance with company policies, procedures, and standards.
Support global trade and CUI compliance requirements.
Work independently and report to a Senior Manager.
Mentor and oversee other contract staff as needed.
Manage routine/complex contract and proposal activities and unplanned quick-response requirements.
Work autonomously with limited oversight.
Travel on a limited basis may be required.

Requirements

University Degree or equivalent experience and a minimum of 8 years prior relevant experience, or an Advanced Degree in a related field and a minimum of 5 years prior relevant experience
Experience engaging directly with customers
Experience with US Government procurement and/or Other Transaction contracts
Experience applying and interpreting FAR, DFARS and other applicable US Government regulations
Experience interpreting, preparing and negotiating proposals and contracts, including terms and conditions, statements of work, milestones/deliverables, cost/price and fee/profit arrangements
Willingness to support a hybrid role
Willingness to travel on a limited basis
U.S. citizenship required
Active and existing DoD Top Secret security clearance required after day 1

Experience with U.S. Government contracts under FAR/DFARS
Experience with Sole Source Proposals and TINA
Experience negotiating complex commercial terms and conditions
Experience with OTAs, NDAs, and ACAs
Experience working with universities and OMB Uniform Guidance
Experience with ITAR and EAR
Experience interpreting and ensuring business compliance with company policy
Experience working in/with Supply Chain (Subcontracts/Purchasing)
Strong Microsoft Office and Adobe Acrobat skills
Excellent time management and organizational skills

Core Competencies
