Job summary

LufCo in Annapolis Junction, MD seeks a Contracts Manager to own contracts and subcontracts for federal work. You will navigate FAR/DFARS, negotiate agreements, advise leadership, and help scale operations while partnering with programs teams and proposals.

Qualifications

  • 5+ years of experience with federal contracts and subcontracts.
  • Current TS/SCI clearance with polygraph.
  • Knowledge of FAR/DFARS and international contract requirements (ITAR, SOFA).
  • Experience drafting, negotiating contracts, NDAs and teaming agreements.
  • Excellent written and verbal communication and leadership skills.
  • Experience supporting proposals and growth initiatives.

Responsibilities

  • Administer and negotiate federal contracts and subcontracts of various types.
  • Serve as contract manager liaison across company brands.
  • Document compliant contract and purchasing policy, templates and files with FAR/DFARS ITAR/SOFA requirements.
  • Document, issue and administer subcontract/purchasing actions.
  • Interface with government contracting officials and CORs.
  • Coordinate with PMs, team leads and government POCs.
  • Draft/update NDAs, Teaming Agreements, Licensing, etc.
  • Interface with DCAA, DCMA and other government agencies.
  • Contribute to proposal efforts across customers and drive growth.

Position Title: Contracts Manager

Location: Annapolis Junction, MD

Reports To: CEO / COO

Summary:

As a Contracts Manager, you will serve as a trusted business partner and take ownership of the contracts and subcontrats function supporting LufCo's growing portfolio of federal work. We are looking for an experienced conrtacts professional who can balance compliance with business needs; someone who is equally comfortable navigating FAR/DFARS requirements, negotiating agreements, advising leadership, partnering with programs teams, and supporting proposals and growth initiatives. You will help establish the processes, policies and contractual infrastructure that allow the business to operate effectively, manage risk, and scale responsibly.

This role will support and represent LufCo with our government customers, industry partners, and internal leadership , with a signigifant presence in the Ft. Meade market. Key Responsibilities:
  • Administer, negotiate, manage and ensure compliance for federal contracts and subcontracts of various contract types (CPFF term/completion, T&M, FFP, etc.)
  • Serve as contract manager / liaison across company brands
  • Document compliant contract, subcontract and purchasing policy, procedures templates and files as well as various federal (such as FAR, DFARS) and international requirements (such as ITAR, SOFA, visas)
  • Document, issue and administer subcontract/purchasing actions
  • Serve as primary interface with government contracting officials
  • Coordinate with company PM, team leads, project controllers as well as government COR and team leads, and subcontract POCs
  • Author/update corporate documents such as NDAs, Teaming Agreements, Licensing, etc.
  • Serve as the interface for DCAA, DCMA and other Government agencies
  • Serve as a primary team member on proposal efforts across various customers
  • Drive company growth through business development
Qualifications
Education:
  • Bachelor’s Degree in a related field
Experience
  • 5+ years of experience working with federal contracts and subcontracts
Skills
  • Current TS/SCI security clearance with Polygraph
  • Working knowledge of federal contracting requirements to include FAR, DFARS, as well as command specific policy
  • Familiarity with development of contracts, agreements, MOU and other legal requirements
  • Experience defining, negotiation and managing scope, cost and deliverables
  • Experience crafting winning proposals
  • Strong communication (verbal and written) and team leadership skills
  • Desired: CPCM™, CFCM™, CCCM™, and CCMA™ or DAWIA cert
Physical Requirements:
  • Ability to travel as required.
  • Standard office environment with occasional requirements to visit client sites, labs, or field environments.

Compensation and Benefits:
  • Competitive Pay: Annual salary ranges from $75,000 to $150,000. Salaries depend on labor category, years of experience, education, skills relevant to the position, and type of contract.
  • Benefits: Including Paid Time Off; 401K Contribution and Employer Match Contributions; and Medical, Dental, and Vision Coverage.
