Job summary

Luster seeks Contracts and Claims Specialists to support major heavy civil programs across highways, bridges, transit, and water projects. Administer contracts from award to closeout, review change orders, and analyze contractor claims for merit and cost.

Role involves risk assessment, cost estimation, and collaboration with project teams to settle issues early. This posting builds a candidate pool for upcoming needs; profiles will be activated in our talent pool.

Qualifications

• Bachelor's degree in CM/engineering/business or related field.
• 5+ years in contract administration on large heavy-civil projects.
• Knowledge of standard contract documents and public procurement across methods.

Responsibilities

• Administer construction contracts from notice to proceed through final closeout.
• Prepare, log, and route contractual correspondence and determinations.
• Review, evaluate, and negotiate change orders and claims for entitlement and cost.
• Analyze contractor claims including delays, disruption, and loss of productivity.
• Prepare independent cost estimates and quantity takeoffs for settlements.
• Track payments, progress, retention, and reconcile contract values.
