Job summary

Luster seeks Contracts and Claims Specialists at various levels to support large, complex heavy civil infrastructure programs in the United States. You will administer contracts from award through closeout, review change orders, analyze contractor claims, and help settle disputes while keeping robust project records.

This role involves advising project teams, coordinating with schedulers, and contributing to procurement and risk management across traditional and alternative delivery methods.

Qualifications

• Bachelor's degree in construction management, engineering, business, or related field.
• 5+ years of contract administration on large, complex heavy civil projects.
• Experience with traditional and alternative delivery contracts (design-bid-build, CM/GC, design-build).
• Ability to interpret design documents and schedules to build entitlement narratives and cost analyses.
• Proficiency with industry standard project management software.

Responsibilities

• Administer construction contracts from notice to proceed through final closeout, verifying compliance with contract terms and provisions.
• Prepare and route contractual correspondence, notices, and determinations, and maintain the official contract record.
• Review, evaluate, and negotiate contractor change orders and time-and-materials/price adjustments.
• Analyze contractor claims including delays, disruption, and productivity loss.
• Coordinate with scheduling staff to evaluate time impact analyses and extensions.
• Prepare independent cost estimates and quantity takeoffs to support settlements.
• Track payments and reconcile against contract value.
• Prepare claim position papers and recommendations for decision-makers and boards.
• Support procurement and contract formation activities including review of solicitations and flow-down provisions.
• Advise project teams on notice requirements, contract interpretation, and risk allocation.
