Job summary

Luster National, Inc. seeks Contracts and Claims Specialists to support large heavy civil infrastructure programs across highways, bridges, transit, and airports.

You will administer contracts from award through closeout, review change orders and claims, and help settle disputes with meticulous record-keeping. Applicants should have extensive experience in contract administration, change orders, and claims analysis on multi-hundred-million-dollar projects, with proficiency in Primavera P6, MS

Qualifications

• Bachelor's degree in construction management, engineering, business administration, or related field.

Responsibilities

• Administer construction contracts from notice to proceed through final closeout, verifying compliance with contract terms and provisions.
• Prepare, log, and route contractual correspondence and determinations, maintaining the official contract record.
• Review and negotiate contractor change orders, force account and time-and-materials work, and requests for adjustment for entitlement and cost.
• Analyze contractor claims and notices of potential claims, including delay, disruption, and loss of productivity.
• Coordinate with scheduling staff to evaluate time impact analyses and extensions.
• Prepare independent cost estimates and quantity takeoffs to support negotiation and settlement of change orders.
• Track payments, retention, and contingency drawdown; reconcile against contract value.
• Prepare claim position papers and recommendations for owner decision-makers and dispute boards.
• Assist with procurement, contract formation, and review of solicitation documents and insurance requirements.
• Advise on notice requirements, contract interpretation, and risk allocation; escalate to legal counsel when appropriate.
• Support partnering programs and dispute-resolution processes to preserve relationships.
• Assist with contract closeout and turnover of records.
