This role serves as the local procurement leader, supporting operations, major projects, and turnarounds while driving continuous improvement and value creation across the supply chain.

Key Responsibilities
  • Develop and execute sourcing strategies to improve supplier selection, optimize pricing, and strengthen commercial terms.
  • Lead the complete Source-to-Contract (S2C) process including RFP development, competitive bid evaluation, and contract negotiation.
  • Partner with internal stakeholders to understand operational needs and provide guidance on sourcing decisions, negotiation tactics, and contract structure.
  • Review contract proposals to ensure alignment with organizational policies, legal requirements, and risk standards.
  • Negotiate pricing, service levels, quality expectations, and delivery performance to support operational continuity.
  • Build and maintain productive relationships with strategic suppliers.
  • Monitor vendor performance and resolve issues related to quality, service, or compliance.
  • Conduct ongoing supplier evaluations to ensure adherence to contract terms.
Procurement Operations & Strategic Alignment
  • Participate in leadership discussions to ensure procurement efforts align with site priorities, schedules, and business plans.
  • Support the development, review, and approval of procurement strategies for major projects and turnarounds.
  • Lead annual spend reviews and create contracting strategies to mitigate supply risk and increase cost-effectiveness.
  • Stay informed on market conditions, supply chain trends, and regulatory changes influencing the sourcing landscape.
Qualifications
  • Legal authorization to work in the U.S.; ability to obtain TWIC if required by site regulations.
  • High school diploma required; bachelor’s degree in supply chain, business, engineering, or related field preferred.
  • Minimum 3 years of experience in procurement, supply chain, or related discipline.
  • Experience in industrial, refining, or manufacturing environments preferred.
  • Strong knowledge of sourcing, contracting, supplier negotiations, and supply risk management.
  • Proficiency with Microsoft Office and familiarity with ERP systems such as SAP or Oracle.
  • Strong communication, relationship-building, and problem-solving skills.
