Job summary

San Joaquin General Hospital is seeking a Contracts Analyst to perform analytical and administrative work in contract development, monitoring, and contractor oversight.

The role includes reviewing contractors, ensuring program compliance, and supporting employment, training, and social service contracts. Opportunities to mentor residents exist in a strongly collaborative team environment.

Qualifications

• Graduation from an accredited four-year college or university with a major in business or related field.
• AND EITHER PATTERN I: One year of experience in budgetary, systems, financial, personnel or other administrative analytical work.
• OR PATTERN II: Three years of experience in the delivery of client services in a social service system as a social worker, journey level eligibility worker or journey level case manager.

Responsibilities

• Develops requests for proposals for training or services to meet community needs.
• Develops and writes competitive procurement instruments for training or services.
• Conducts pre-bid orientation and technical assistance meetings.
• Reviews proposals for compliance with standards and develops and participates in selection process.
• Negotiates cost, scope, and standards.
• Writes contracts and prepared documents for approval.
• Notifies vendors of contract requirements, reporting requirements and standards.
• Develops monitoring tools, handbooks and monitoring plans.
• Performs ongoing management of assigned contracts through review of periodic reports, site visits and audits of facilities and records for fiscal and program compliance and progress toward contract goals.
