San Joaquin General Hospital is seeking a Contracts Analyst to perform analytical and administrative work in contract development, monitoring, and contractor oversight.
The role includes reviewing contractors, ensuring program compliance, and supporting employment, training, and social service contracts. Opportunities to mentor residents exist in a strongly collaborative team environment.
This examination is being given to fill one vacancy at San Joaquin General Hospital and to establish an eligible list to fill future vacancies throughout the county. Contracts Analyst is the journey level classification in the series. Employees in this position perform responsible analytical and administrative work in the development and monitoring of contracts, the review and selection of contractors, the monitoring of contract compliance for a variety of employment, training and social service programs, and provide technical advice and support to contractors.
Education: Graduation from an accredited four-year college or university with a major in business, public administration, sociology, psychology, planning or closely related field.
AND EITHER PATTERN I
Experience: One year of experience in budgetary, systems, financial, personnel or other administrative analytical work.
OR PATTERN II
Experience: Three years of experience in the delivery of client services in a social service system as a social worker, journey level eligibility worker or journey level case manager.
FOR BOTH PATTERNS
Substitution: Additional qualifying experience may be substituted for the required education on a year-for-year basis.
License: Possession of a valid California Driver's.

All candidates participating in a San Joaquin County examination are required to complete the exam independently and without the use of external resources. Under San Joaquin County Civil Services Rules and Government Code 31114 and 31115, the use of any outside assistance is strictly prohibited. Online exams must be completed in one sitting and can only be taken once. Candidates will have access to an online exam within the allotted time only. Once the allotted time expires, access to the exam will be unavailable.

Eligible veterans, unmarried widows and widowers of veterans of the United States Armed Forces who have been honorably discharged and who have served during wartime shall be given veteran’s points in initial appointment to County service. Eligible veterans receive 5 points and eligible disabled veterans receive 10 points. Disabled veterans must submit a recent award letter stating a 10% service connected disability issued by the United States Veterans Administration. Note: A copy of your DD214 showing the discharge type must be received in the Human Resources by the date of the examination.
Acceptable wartime service dates:
Candidates who pass the examination will be placed on an eligible list for that classification. Eligible lists are effective for nine months, but may be extended by the Human Resources Director for a period which shall not exceed a total of three years from the date established.
Names from the eligible list will be referred to the hiring department by the following methods.
Some classifications require physical examinations. Final appointment cannot be made until the eligible has passed the physical examination. The County pays for physical examinations administered in its medical facilities.
Some classifications require a new employee successfully pass a pre‑employment drug screen as a condition of employment. Final appointment cannot be made until the eligible has passed the drug screen. The County pays for the initial drug screen.
Applicants who are relatives of employees in a department within the 3rd degree of relationship, (parent, child, grand parent, grand child or sibling) either by blood or marriage, may not be appointed, promoted, transferred into or within the department when;
